Technical Assistance to Strengthen Capacity Development (TASC) for PSNP4 is a Consultancy that is funded by the Multi-Donor Trust Fund through the World Bank to support the implementation of the fourth phase of the Productive Safety Net Program (PSNP4). PSNP4 is a program of the Government of Ethiopia (GoE) to enhance participation in improved rural safety net, livelihood and nutrition services by food insecure female/male headed households. The PSNP4 contributes to four key GoE policies and programmes, namely the Disaster Risk Management Policy and Strategic Programme Investment Framework (DRM-SPIF), the National Social Protection Policy and accompanying strategy, the National Nutrition Programme (NNP), and the Climate Resilient Green Economy (CRGE) strategy. Two Ethiopian Regional Capacity Development Specialists (RCDS) will lead and support capacity development activities in each of the six regions of Afar, Amhara, Oromia, SNNPR, Somali and Tigray.
This competition is for the selection of one Regional Capacity Development Specialist to work in SNNPR.
Position Description: The Regional Lead Capacity Development Specialist (RLCDS) works in close collaboration with the TASC International Capacity Development Advisors and the National Capacity Development Specialist to facilitate and coordinate the implementation of PSNP4 capacity development and strengthening activities at the regional, zonal and woreda levels. The RLCDS also supports regional, zonal and woreda PSNP4 implementation partners for the facilitation and follow-up of capacity strengthening activities. As the lead CD specialist, the successful candidate will ensure that the planning, operation, financial and reporting objectives with the regional office are addressed.
Conditions of Employment: The selected candidate must be prepared to live on a full-time basis in the SNNP Regional office at Hawassa. The Regional Capacity Development Specialist will report to the Lead Consultant based in Addis Ababa, and will interact on a regular basis with the Regional Food Security and PSNP implementing agencies, and the other RCDSs across the country.
Required and Desired Qualifications
Educational Requirements: The candidate must have a Master’s degree in an agricultural and/ or rural development sector.
Required Experience:
Desired Experience: Office and regional level programme management; capacity development responsibilities within a donor project environment; participation in the design and development of learner-centered, experiential capacity development materials; communications; monitoring and reporting; facilitation skills, and; experience supporting the Productive Safety Net Program.
Language Requirement: The candidate must be able to use the English language fluently and accurately at a Level 3+ "General Professional Proficiency Plus" in Oral, Reading and Writing communications pertinent to professional needs.
