Shaping a stronger Oxfam for people living in poverty.
Country Context
A new Oxfam Country Strategy was finalized in 2015 and a Country Operating Model in 2016. A transition process has been completed to amalgamate all existing Oxfam operations in country under one roof. A new operating model has been introduced for Vision 2020 and will be rolled out and embedded in Ethiopia over the next 3 years. A key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director. As the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in country. Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.
Background
The GROW Campaign, an initiative of Oxfam International (OI), seeks to address the biggest challenges facing our food system. With nearly 900 million people suffering from hunger, urgent action is needed to address climate change, inequalities in land ownership and power imbalances that keep smallholder food producers in poverty. The GROW Campaign seeks to work at the local, national and global levels to promote positive change to address these critical challenges.
This post is responsible for the day-to-day management, coordination and communications of the GROW Campaign across Oxfam International in Ethiopia. The post works closely with members of the Oxfam International core campaign coordination team, GROW Campaign Management Team and staff from various Oxfams and country teams working on different aspects of the campaign. The post-holder will report to the OI Influencing Coordinator and managing the running of the campaign effectively.

Job Purpose
Leading, coordinating, planning, supervising and supporting the Ethiopia GROW campaign ensuring an effective team and enabling environment are in place that achieves project results.
Key Responsibilities
GROW campaign management & implementation
· Monitor/analyze relevant policy issues affecting smallholder agriculture in Ethiopia to inform influencing agenda.
· Develop overall country project strategy, and work plan in accordance with global project plan (GROW campaign/LEAP project) in coordination with the Media Officer and other relevant Oxfam in Ethiopia staff;
· Lead, coordinate and deliver on agreed plans and strategies;
· Implement effective systems that provide timely information on project progress, challenges and new opportunities, and that allow team members to assess progress to milestones and adapt project design as necessary;
· Develop national partnerships with implementing NGOs and the government.
· Direct work of external consultants to deliver high quality research, training and capacity building with partners and other stakeholders;
· Ensure cost effective, efficient and equitable use of campaign resources;
· Accountable for production of communications and other materials that supports overall strategy at the country level and for use in regional (Pan-Africa Programme) and global levels;
· Accountable for the implementation of the Female Food Hero initiative;
External representation
· Participate in external working groups to represent Oxfam’s position and perspective and contribute to constructive dialogue to improve policies and practices to support smallholder women farmers.
· Convene working groups and stakeholder dialogue, bringing civil society actors together in order to build stronger alliance to promote GROW campaign objectives.
Monitoring, Evaluation, Accountability and Learning (MEAL)
· Coordinate input from Oxfam in Ethiopia into relevant MEAL tracking systems: GROW six Monthly Advocacy and Campaigns newsletters; LEAP project quarterly reporting.
· Lead or participate in MEAL learning activities (e.g. presentation of Female Food Hero evaluation).
· Produce a one-page summary of the GROW operational plan for 2017 in order to publicise and socialise GROW’s work plans with Oxfam in Ethiopia staff.
· Work with relevant staff to produce financial and narrative reporting in a timely fashion that complies donor reporting requirements;
· Work closely with the Funding team in new funding opportunities, writing concept notes, coordinating between fundraisers and Grow team members.
Internal and external communications
· Build relations with countries, regions and other staff to ensure excellent information flow via channels / updates including:
· Manage migration of GROW content from Sumus to Compass (tbc)
· Regularly participate in GROW planning discussions (Face to Face meetings
· Ensure GROW elists are kept up to date
Others
· Depending on the situation, the post holder may be asked to perform other tasks as requested by the Manager.
Essential
· Bachelor Degree or Bachelor of Science in Rural Development, Political Science, International Relations, or relevant field from a recognized university/collage or an equivalent combination of education, training and experience required;
· Relevant 5-7 years of experience preferably in a international NGO, out of which 2 years should be supervisory/managerial experience;
· Experience in communicating with wide range of partners (donors, government, community representatives and private sector)
· Excellent report and proposal writing skills
· Good knowledge and experience on gender mainstreaming in the programme area including partners;
· Proven project/programme and people management skills and experiences with 3-5 years of professional experience.
Job specific - Thinking and Understanding.
· Significant knowledge and experience of gender equality, advocacy and influencing programme in Ethiopia.
· Proven management skills including strategic planning, project design, project cycle and financial management skills;
· Good knowledge and understanding of national and regional agriculture policies, strategies, programmes, development approaches and guidelines;
· Good understanding of monitoring, evaluation, accountability and learning (MEAL) principles and practice;
· Proven experience in representing an organization at the level of national partners, local administration, ministries and donors at senior level.
Good Language and Computer skills
· Good written and spoken English with excellent report and proposal writing skills and experience;
· Good computer skills (MS-word, MS-Excel, MS-Power Point, Email and Internet);
· Good knowledge and use of any Programme Accountability and Learning system.

· Proven record of strong people management skills and responsibilities including systems management;
· Proven experience in leading a team of staff to deliver a development project;
· Proven experience in working with partners.
· Ability to effectively co-ordinate a wide range of people with strong observance of socio-cultural values and harmonise their collaboration with a background;
