POSITION OVERVIEW: The Senior Monitoring, Evaluation and Learning Specialist will provide support to the DUP team, based in Ethiopia, in monitoring, evaluation, learning, knowledge management and communication of the project.
Background
The Data Use Partnership (DUP) of John Snow, Inc. (JSI) in Ethiopia aims to improve the collection and use of high quality routine information in the health sector in Ethiopia, contributing to improved quality, efficiency and availability of primary health and nutrition services at all levels. The project will be implemented over five years on a national scale in both urban and rural settings and seeks to transform the health information system (HIS) architecture and build local capacity in governance, data management and information use by supporting the government’s plans and working in close partnership with the FMOH to identify, introduce, and scale the most effective HIS solution. DUP is structured across four work streams: data use, standardized HMIS, eHealth architecture, and HIS governance. The Ethiopia Data Use Partnership (DUP) is funded by Bill and Melinda Gates Foundation (BMGF) and the JSI Research and Training Institute, Inc. (JSI) is leading a team to implement this project.
JSI is seeking a talented, highly motivated M&E and Learning professional to work with the Project Director, technical and administrative staff and our government collaborators to manage the monitoring, evaluation and learning (MEL) strategy for DUP. S/he will be responsible for the measurement and learning component of the project, working with the M&E Specialist in JSI Washington to design and implement the MEL strategy and activities that will include baseline measurement, performance monitoring and evaluation, and collaborative learning and program adaptation activities. The Senior Monitoring, Evaluation and Learning Specialist will work in close collaboration with the DUP team to integrate technical tools and approaches into the project to ensure that the project’s technical foundation is solidly anchored in quality improvement and performance objectives and metrics, and the team is using data for learning and adapting strategies and interventions to ensure project relevance and effectiveness.
Summary of Responsibilities
Under the guidance of the Project Director, the Technical Specialist- HMIS will team up with the Senior HIS Specialist to assist the FMoH to strengthen the national Health Management Information System (HMIS). Technical Specialist- HMIS will be responsible for promoting the roll-out of the standardized national HMIS, and coordinate the HMIS data quality and information use interventions by the Project; and ensure FMoH and RHB ownership of HMIS and electronic CHIS. He/ she will represent the project in relevant Technical Working Groups formed by FMoH to improve the management of national HMIS and the data quality assurance activities. He/ she will act as a national master trainer for building the capacity of health managers and staff on HIS management, data quality assurance, data analysis and information use.
