Country Context
A new Oxfam Country Strategy was finalized in 2015 and a Country Operating Model in 2016. A transition process has been completed to amalgamate all existing Oxfam operations in country under one roof. A new operating model has been introduced for Vision 2020 and will be rolled out and embedded in Ethiopia over the next 3 years. A key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director. As the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in country. Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.
Objectives of the post: Support Oxfam in Ethiopia’s Emergency Drought Response in Somali Region in particular on protection activities in IDP sites.
Main objectives of the Mssion:Be part of the Oxfam community outreach team in Dollo Zone for as part of Oxfam’s protection response in IDP camps together with a general protection and a child protection staff.
Key responsibilities:
· With the Protection team, and in collaboration with the community, identify immediate GBV risks especially for women and young girls.
· Map out services available for possible development or strengthening of referral pathways for GBV cases, especially in the areas of Health, Psychosocial, safety and security.
· Share information about services with the survivor.
· Provide psychosocial first aid and referrals to survivors of GBV
· Identification & documentation of GBV issues and type of intervention done (if any)
· Support context specific dignity kits distribution
· Selection and supervision of women facilitators for women spaces
· Support advocacy for GBV issues through appropriate acceptable ways.
· Identify capacity training needs for GBV prevention and response for relevant stakeholders
· Regular attendance to the CP GBV sub cluster in the region.
· Regular reports and updates
Other responsibilities
- Other responsibilities may be given by the line manager as necessary
· Knowledge of local government structure and INGOs, UN and NGOs in Somali Region
· Experience in implementation of humanitarian project activities
· At least 1 year experience in GBV and/or gender
· Experience in capacity building, awareness raising and community mobilisation
· Capacity to critically analyse and share protection issues and project activities
· Strong ability to communicate both orally and in writing
· Capable of representing Oxfam and developing solid and effective working relationships with other partners and local government
· Commitment to Oxfam’s values, including promotion of equality and gender
· Fluent Somali and intermediate English written and spoken
