Country Context
A new Oxfam Country Strategy was finalized in 2015 and a Country Operating Model in 2016. A transition process has been completed to amalgamate all existing Oxfam operations in country under one roof. A new operating model has been introduced for Vision 2020 and will be rolled out and embedded in Ethiopia over the next 3 years. A key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director. As the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in country. Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.
Objectives of the post: Support Oxfam in Ethiopia’s Emergency Drought Response in Somali Region in particular on protection activities in IDP sites.
Main objectives of the mission:Be part of the Oxfam community outreach team in Dollo Zone for as part of Oxfam’s protection response in IDP. camps together with a general protection and a GBV staff.
Key responsibilities:
· Coordinate with protection actors to ensure that child protection considerations are integrated into their advocacy and arrangements with local authorities and humanitarian actors.
· Develop emergency referral pathways based on available services including carrying out service mappings.
· Disseminate key messages and IEC materials regarding protection of women and children; prevention of family separation, including support services for unaccompanied and separated children (UASC); GBV; service providers and helplines.
· Provide Psychological First Aid to respond to immediate emotional and psychosocial distress caused by displacement and other stressful circumstances – for children and parents/carers/other family members.
· Assess any needs for material support – specifically dignity kits, baby kits, clothing etc. for girls and boys and refer to other agencies for NFIs if needed.
· Regularly visit and consult with local authorities and community members, and staff of Children and Women’s Spaces
· Care for child survivors and those with immediate protection concerns to be provided through case management staff. Identification, documentation and appropriate response to UASC. UASC meeting the criteria of high risk, and should be provided with appropriate support to the extent possible, including emergency alternative care and initiation of tracing (in coordination with BoWCA and relevant authorities). ie: Children with no suitable care arrangement; Children who have reported abuse within their care arrangement; Unaccompanied girls at risk of GBV; Unaccompanied children below age 5
· Identify emergency and high risk cases requiring immediate response as per the criteria outlined in the Interagency SoPs for CP Case management in Emergencies in Ethiopia
Other responsibilities
· Other responsibilities may be given by the line manager as necessary
Essential:
· Knowledge of local government structure and INGOs, UN and NGOs in Somali Region
· Experience in implementation of humanitarian project activities
· At least 1 year experience in general protection / child protection
· Experience in capacity building, awareness raising and community mobilisation
· Capacity to critically analyse and share protection issues and project activities
· Strong ability to communicate both orally and in writing
· Capable of representing Oxfam and developing solid and effective working relationships with other partners and local government
· Commitment to Oxfam’s values, including promotion of equality and gender
· Fluent Somali and intermediate English written and spoken
