Country Context
A new Oxfam Country Strategy was finalized in 2015 and a Country Operating Model in 2016. A transition process has been completed to amalgamate all existing Oxfam operations in country under one roof. A new operating model has been introduced for Vision 2020 and will be rolled out and embedded in Ethiopia over the next 3 years. A key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director. As the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in country. Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.

Team purpose: To ensure implementation of emergency food security & vulnerable livelihood activities as well as contribute to livelihoods recovery of the Vulnerable pastoral and agro-pastoral communities affected by drought in Doolo Zone in Somali region
Job Purpose: Support Oxfam’s local implementing partner in the Planning and implementation of Emergency Food Security and vulnerable Livelihoods projects especially the livestock components in Doolo zone of Somali region.
This role will not directly implement however entirely involves working with and providing technical support to the partner hence will requires specific skills in partnership management, strong coordination skills, strong partner capacity building skills, excellent interpersonal and problem solving skills, some flexibility, ability to adapt to change in the context and might entails covering some potential temporary gaps
To provide technical support to partner in planning, implementation, monitoring and reporting of Emergency Food Security and Vulnerable Livelihood (EFSVL) component under overall Doolo Zone programme / projects focussing on pastoral livelihood and specifically in Livestock and Animal Husbandry and Health Services.
Support the local implementing partner in carrying out EFSVL assessments: both general and specific to the Pastoral livelihoods and Animal health, working in team with the EFSVL and MEAL officers and assistants;
Conduct capacity building needs assessment, plan and implement trainings on EFSVL specific activities for partner staffs and participate on communities capacity building (Livestock owners, pastoral livelihood value chain actors), own team members (EFSVL assistants), Community Animal Health Workers (CAHWs), AH pharmacist;
Work with the MEAL officer and support the partner to carry out Monitoring activities (Exit interviews, PDMs, Livestock treatment Data recording, etc.) and provide timely updates on the overall food security and livelihoods situation in the agreed area; This especially for the Pastoral Livelihoods, Livestock and livestock products markets and trade, Animal disease surveillance, Status of pastures, access to Animal Health services, access to pastures and feed and fodder (markets);
Work with the partners to identify opportunities and support in developing new proposals, providing data, information on: beneficiary expressed needs, local authorities policies and plans, coordination with existing actors in the pastoral and livestock sector, livestock sector markets functionality, etc.;
Review of partner activity progress reports which should provide complete data on achievements against planned outputs (locations, beneficiaries reached, meeting held, minutes, attendance lists, beneficiary lists, livestock treatments records, etc.);
Support the partner in providing technical specifications to the Logistic team for Livestock, animal health related market assessments, procurements and deliveries;
Ensure that all Oxfam accountability procedures and tools are applied correctly at all stages of the implementation by the local implementing partner of the EFSVL activities and in particular in the Pastoral livelihood support and in the Animal Health activities;
Support the partner to ensure that Government laws and Regulations, LEGS and Sphere standards are always applied in the implementation of Livestock related activities; This includes gender, environment and protection aspects;
Ensures that maximum professionalism and accountability is adopted by partners, service providers and vendors in his/her sector of competency; Ensures and facilitates Beneficiaries and other stakeholders to have the maximum access to Oxfam Complaint systems.
When delegated by the PM, represent Oxfam GB at technical coordination meetings involving local government and other relevant stakeholders at Kebele and Woreda level.
Ensures the partner prioritizes areas such as gender equality and HIV/AIDS mainstreaming and integrates into all Emergency food security, vulnerable livelihood and DRR interventions
