The Feed the Future Ethiopia Growth through Nutrition is a five-year (2016-2021), USAID-funded, integrated nutrition program led by Save the Children International. The program’s overall objective is to improve the nutritional status of pregnant or breastfeeding women, children under the age of two years old, and adolescent girls through comprehensive, coordinated and evidence-based interventions, including social and behavior change communication (SBCC) programming.
This term of reference is prepared to outline the purpose/objective, scope, and methodology to undertaking Trails of Improved Practices on Maternal Nutrition (Maternal TIPs) and a Formative Research on Adolescent Nutrition to inform the development a comprehensive Social and Behaviour Change and Communication Strategy.
Therefore, Save the Children Ethiopia Country Office wants to hire competent Consulting firms for the consultancy service for “Conducting Formative Research on Adolescent Nutrition & Trials of Improved Practices on Maternal Nutrition in Amhara, Oromia, SNNPR and Tigray”
The consulting firm should clearly portray the structure and composition of the teams as depicted in the specifications of the two separate researches and list the main areas of the assignment along with their curriculum vitae (CVs). Save the Children will strictly follow-up the deployment of the experts during the study period and ensures they executed their roles and responsibilities as described on the contract.
In addition, the consulting firm should attach with the proposal a copy of a research report as an example. The minimum required expertise and experience for the key personnel of the consulting firm are:
·Wide range of experience in designing, managing and implementing qualitative research for Nutrition programs, with strong background in qualitative research methodologies and in conducting data analysis of large qualitative datasets.
·The study team should have experience in working in rural communities with beneficiaries of nutrition, WASH, SBCC, child and maternal health, adolescent nutrition and related programs, and in working in multi-sectoral program interventions.
· Having strong technical background in understanding the country context in relation to nutrition.
· The lead investigator/team leader for each study should have postgraduate degree in public health or related field with 10 years of experience in health related researches.
. Each of the three field teams for the maternal TIPs research must have a nutritionist with 8 years of experience working as a nutritionist in the development context.
· The field researchers should have a degree in public health, development communication, sociology, anthropology, or related field with at least 8 years of direct relevant experience in action research.
. Excellent knowledge of English and Amharic; and for Tigray and Oromia, knowledge of Tigrigna and Afaan Oromo; and for SNNPR knowledge of Sidaamu Afoo and Amharic.
. Experience in computer data entry for qualitative research analysis is strongly recommended.
. Good working knowledge of, and contacts relevant to, the research.
. Ability to communicate effectively in writing and orally in English and to hold discussions on substantive and difficult issues with SCI and partners.
The consulting firm should provide the team composition and tasks assigned using the table attached with The TOR for each study separately:
The specific expertise for of each of the researches is described separately under each specific research (Tasks A and B). Names and CVs of the key staff for each research should be attached to the technical proposal part of the specific research they are responsible for.
