II. Organization Overview
Amref Health Africa is the largest African-led international health development organization headquartered in Nairobi, Kenya. Founded nearly 60 years ago as the Flying Doctors of East Africa, has been serving to bring critical health services to remote communities. Amref Health Africa has been active in Ethiopia since the 1960’s. The organization became fully operational and registered in the country as an international NGO in 2002, and actively engaged in RMNCAH, WASH, communicable and non-communicable diseases, emergency programs with gender and health system strengthening as cross cutting throughout its projects and programs.
III. Program Overview
Transform/HDR (Health Developing Regions)is a USAID funded five years RMNCH project. The project will be operational in the four Developing Regional States (DRS) namely: Afar, Benishangul - Gumuz, Gambella and Ethiopian Somali Regional States. Transform/HDR will be implemented in partnership with Amref Health Africa, Intrahealth International, Project HOPE and General Electric with the overall aim to end preventable child and maternal deaths, and further contribute to the achievement of the goals of HSTP. It is a women, children and girl-centered project, designed to increase access to integrated quality high impact MNCH-FP services; improve heath seeking behavior enhanced by reduced gender inequalities; and improved evidence-based decision making and program learning with sustainable health system strengthening.
IV. Job Summary
The Regional Manager (RM) assures that HDR activities and other project activities are implemented in accordance with the organization’s mission, strategic objectives, and program approaches. He/she is responsible in overseeing key support functions in human resources, administrations, finance, procurement and logistics for TRANFORM Health Developing Regions (HDR) projects at the regional level. The RM oversee the day to day implementation of the project in collaboration and consultation with the Technical, Program and Administration and Finance Directors. The RM ensures effective planning, coordination and implementation of programs; utilisation of resources, smooth running of systems and support to project staff whilst ensuring adherence to organisational policies, guidelines and procedures He/she is responsible to serve as the primary liaison for the project in the region and establishing regional partnership and
and maintaining good team spirit among the regional staff.
§ Plans, organizes and coordinates the overall regional activities of HDR project; this entails developing realistic and strategically focused annual program implementation plans and providing timely quarterly workplans, programatic and financial reports, logisitcs support and cash requests;
§ Ensures that Transform HDR project activities at regional level are implemented in accordance to the procedures, principles and operational guidelines;
§ Conducts monthly and quarterly review of work plans and budgets, and ensures such plans are implemented accordingly; submits progress reports and work plans timely using project indicator data to inform program strategies, in accordance with Amref Health Africa review/planning system;
§ Ensures the RO has the necessary professional, administrative, financial and other input for successful implementation of activities according to approved plans and schedules;
§ Ensures supervision of program implementation HDR project supported sites and conducts periodic supportive supervision to sites, and support technical, program and operations field staffs.
§ Keeps up to date with developments in the project, including best practice examples and ensures ongoing personal development and learning.
Project Coordination and Communication
§ In consultation with the RO staff, updates the monthly plan of action and distribute to all staff. Coordinate monthly activities and work plans within the RO and the CO;
§ Works with ROs and CO staff to assess and identify technical assistance needs with regard to technical skills, supervision support, etc. for new and ongoing programs/projects;
§ Coordinates and ensures implementation of recommendations given by RO and CO Technical, Program, M&E, Finance and Administration units and ensure findings and reports from staff are communicated and shared with respective units;
§ Analyzes content of all field reports to improve program strategy and implementation; provides feedback to RO staff;
§ Conduct monthly program and technical staff meeting; Ensure action items are followed up and share information with all units;
§ Communicates with all RO staff on all major reporting requirements for HDR project activities. Works with all staff to ensure timely reporting to MOH, USG and HQ
§ Communicates and coordinates activities frequently with Technical, Program, and Finance and Administration Directors to ensure smooth implementation of planned activities
§ Fosters strong partnerships and build networks between CO, RO, MOH, RHB, USAID, local health institutions, and other relevant stakeholders; Participates in relevant TWG at regional level; Represents Amref Health Africa at relevant technical & managerial meetings at region.
§ Communicates and maintains good relations with field-based clients and other key partners such as Regional Health Bureaus, Zonal Health Bureaus and Woreda Health Offices; Works in partnership with other International and local NGOs to ensure program harmonization.
§ Promotes partnerships and networking among regional, zonal and woreda stakeholders, including CBOS, FBOs and NGOs
§ Oversees the management of all project funds operating within RO. As such, provides support to finance staff to develop and implement financial controls and monitor all project related financial transactions and expenditures to assure that the RO activities are implemented within the approved budget.
§ In close collaboration with the finance and administration officer, ensures regional offices are compliant with relevant USG regulations and, timely and accurate financial reporting of the HDR project activities.
§ Ensures implementation of systems and procedures, especially in relation to budgetary and financial regulations and agreements at regional level
§ In collaboration with the Finance and Administration officer, monitors regional officers programmatic performance and financial expenditures on a regular basis using existing monitoring tools.
§ Evaluates the cost efficiency of the RO operation and suggest changes and/or improvements as required.
Administration and Logistics Management
§ Oversees all Administrative and General Services, safety and security of premises, office administration, work place ethics and office space allocation, utilities and insurances, leases and maintenances.
§ Oversees all local procurements to ensure are in line with USAID and Amref Health Africa procurement procedures and guidelines.
§ Ensures proper property management and store systems are in place at regional office level and ensures properties are secured from any risks.
§ Ensures the assignment and management of vehicles and transportation are in line with Amref Health Africa policies and procedures.
§ Oversees the selection of suppliers, car rentals, travel agency, etc. where necessary
§ Ensures adequate logistics for the successful implementation of the project
§ Manages, supervises, leads, guides and supports the RO staffs under direct reports
§ Completes performance planning, monitoring, and annual performance appraisals of direct reports, as well as his/her own. Provide performance input for other non direct reports when requested
§ In consultation with Technical and Program Directors, and HR Managers, ensures the development of key techncial/managerial skills of direct reports to increase their capacity to better undertake their work and assume larger responsibilities.
§ Participate in staff recruitment, transfer and orientation, and recommends disciplinary measures if necessary to HR manager and Program Director.
§ Performs any other related duties that may be assigned by the immediate supervisor.
I. Qualification Requirements
§ MPH or BSc in Public Health, Clinical nursing or related field
§ 6 years of work experiences for candidates with BSs and 4 years for candidates with MPH; Two years should be in a managerial position.
§ Ability to supervise personnel and build and maintain a strong team
§ Strong analytical and writing skills
§ Excellent written and verbal communication skills in English and Amharic.
§ Well-developed networking and interpersonal skills;
§ Ability to perform and prioritize multiple tasks.
§ Computer proficiency in MS Office applications and technology-assisted communication techniques.
§ This position is located in the RO, with frequent field travel to program sites.
