About FEED THE FUTURE LIVELIHOODS FOR RESILIENCE – OROMIA (FtF LRO) PROJECT
The Feed the Future Livelihoods for Resilience-Oromia (FtF LRO) project is a 5 year USAID funded project that aims to improve the sustainable economic well-being of PSNP households. LRO has four higher level outcomes: (1) Increased income and diversification through on-farm opportunities, (2) Increased income and diversification through off-farm livelihood options, (3) Increased income from gainful employment, and (4) Increased innovation, scaling and sustainability of livelihood pathways. youth and gender is considered as one of the cross-cutting thematic area and as a foundational element for LRO.
Job summary
The Youth and Gender Livelihoods Advisor (YGLA) position will lead youth and gender integration addressing youth and gender related issues during FtF LRO project planning, implementation and monitoring. The YGLA will take primary responsibility to advocate for greater attention to youth and gender perspectives, by providing the necessary technical support to FtF LRO operational areas. The YGLA will work closely with FtF LRO COP, technical teams as well as other CRS gender Staffs, DFSA Gender and Youth Deputy Chief of Party, gender working group, and other CRS staff of other programs. The YGLA will also work closely with implementing partners delivering activities in the FtF LRO program. The YGLA will ensure timely and good progress reports from implementation sites and contributes to identification and documentation of best practices. The YGLA is expected to identify and facilitate synergies/cross-cutting interventions between youth and gender and the other main technical areas of the program (nutrition, climate change, livelihoods, employment, and value chain) as well as cross cutting interventions in behavior change communications, knowledge management and learning.
KEY /SPECIFIC DUTIES AND RESPONSIBILITIES:
Technical Support
Act as the focal point for youth and gender integration/cross cutting activities in FtF LRO and across intermediate results in all aspects of program activity.
Support the integration and improve the performance of youth and gender integration/cross cutting and other activities across the program, ensuring efficient and effective project implementation including (high-quality work plans, accurate reports, and other mandated deliverables).
Take a lead in providing technical support to partners in conducting gender analysis, engaging men, combating harmful traditional practices and gender-based violence, community conversations, and applying faithful house curriculum.
Provide technical guidance in developing youth and gender-related annual budgets and activity implementation plans.
Review youth and gender budgets and implementation plans to ensure alignment to the overall program approach, policies and procedures.

Develop/adapt youth and gender training guidelines/manuals/checklists to be used by LRO staff and partners.
Facilitate training to FtF LRO staff and partner; thereafter support all other gender trainings by master trainers of supervisors and trainers of key frontline staff. Thereafter coordinate and organize refresher trainings for all LRO staff.
Identify relevant training and learning opportunities for FtF LRO and partner staff to advance knowledge and skills in youth and gender inclusion.
Monitoring, Evaluation, Accountability, Learning and Reporting
Support the development of indicators, Detail Implementation Plans (DIP), Indicator Performance Tracking Table (IPTT), Performance Indicator Reference Sheets (PIRS), data flow maps, SMILER forms for youth and gender sectors in collaboration with MEAL Manager.
Prepare and submit timely youth and gender updates and promising practices/success stories to MEAL Manager.
Make regular field visits to monitor and evaluate progress
Consolidate and share information on all youth and gender related issues (new research related to youth and gender to all Purposes internally and among the consortium members and externally with relevant government sectors).
Assume primary responsibility in monitoring and evaluating data quality for gender and sex disaggregation and reporting.
Participate in youth and gender related networks/technical working groups/meetings/workshops/trainings, etc. representing FtF LRO.

Internal to CRS: FtF LRO COP, DFSA Gender and Youth Deputy Chief of Party, Gender Unit, Gender Working Group, Country Program Managers
External to CRS: FtF (donor), other donors, implementing partner, other GRAD-II USAID awardees, relevant government sectors, etc.
Education and Experience
BA/BSc or MA/MSc in a relevant field including international development, agriculture, business, marketing, climate adaptation and/or food security.
8 years for BA/BSc or 5 years for MA/MSc out of which 3- 5 years of experience are in the design, planning, implementation and monitoring of gender equitable and youth programs in livelihoods or related technical area.
Experience in gender-related staff and institutional capacity building.
Experience with USAID and other donor-funded programs involving multiple partnerships and stakeholders including government, civil society and community-based structures.
Good understanding of gender equality and women’s empowerment issues in Ethiopia including knowledge of government policies and strategic objectives, excellent, applied knowledge of the rights-based approach and principles of gender-transformative programming.
Excellent planning and time management skills/multi-tasking.
Excellent facilitation, presentation and communication skills.
Demonstrated understanding of gender equality and equity, youth and gender integration, and engaging men as agents of change and women’s empowerment.
Demonstrated experience in youth and gender analysis as well as designing, implementing and monitoring gender-responsive projects.
Demonstrated knowledge of youth and gender integration in livelihood, agriculture, natural resource management, nutrition, and disaster risk reduction.
Experience in designing and delivering/facilitating context-specific youth and gender-related trainings.
Familiar with quantitative and qualitative data analysis skills.
Strong interpersonal and communication skills and the ability to work effectively with groups;
Computer skills (word, Excel, power point).
