The USAID Transform WASH Project, a five year project, is implemented by consortium partners of PSI, SNV, Plan and IRC WASH from Jan 2017 – Dec 2021. The purpose of project is to reduce preventable deaths and illness in Ethiopia due to diarrheal disease, particularly among children under five. Through development and testing of scalable and replicable market-based models, the Transform WASH project will support the Government of Ethiopia to increase use of improved WASH products and services.
The Transform WASH project aims to achieve the following four results by the end of the project period:
1. Increased WASH governance and management capacity at the subnational level;
2. Increased demand for low-cost, high quality WASH products and services, with a focus on sanitation;
3. Increased supply for low-cost, high quality WASH products and services, with a focus on sanitation; and
4. Increased knowledge base to bring WASH innovations to scale.
The objective of the assessment is to generate evidence on WASH sector capacity (status/success, opportunities, bottlenecks/gaps and their causes, and needs), based upon which SNV will establish benchmarks for the USAID Transform WASH capacity building initiative and will codesign capacity building guideline and plans with subnational governments.
More specifically, this assignment has the following specific objectives:
· Analyse and produce evidences on key gaps (root causes), opportunities and developments in the WASH sector in relation to:
o WASH sector performance (in terms of WASH sector strategy/plan, sector coordination and harmonization, sector financing and utilization, institutional arrangements and capacity, sector performance monitoring, governance and accountability) and implementation rate
o WASH sustainability (broad challenges in WASH service provision, reviewing the various components of sustainability to identify the key bottlenecks).
· Conduct stakeholder and resource (financial, technical and knowledge) mapping and analysis
· Make recommendations for capacity strengthening at different levels (regional, woreda and kebele), and identify critical areas where capacity needs to be developed,
The assessment will cover 2 regions (SNNPR and Amhara region), four zones (two zones in each region) and eight woredas (two woredas in each zone) and 16 kebeles (two kebeles in each woreda).
The 3 zones and 9 woredas of SNNPR where the USAID WASH Transform project is implemented includes Hadia Zone (Shashego Woreda, Soro Woreda and Mearab Badawocho Woreda), Wolayta Zone (Kindo Didaye Woreda, Boloso Bombe Woreda, Humbo Woreda), Sidama Zone (Aleta Wondo Woreda, Aleta Chuko Woreda and Malega Woreda). The Zones and Woredas in Amhara region will be determine soon.
a. Qualifications
For this consultancy service the following qualifications are expected from the local consulting firm:
· Advanced degree in social science preferably in sociology and economics and
· Advanced degree in public health with environmental health background or in WASH development
b. Experiences
At least 10 years of experiences are required on the following areas:
· WASH sector knowledge
· WASH sector capacity analysis and related work
· Understanding the Ethiopian context
