1. Background to the project:
SNV, Netherlands Development Organisation, has worked in Ethiopia since the 1970s and currently operates in SNNP, Oromia, Amhara and Tigray regional states, providing capacity strengthening in three sectors – Agriculture, WASH and Energy. Through its work in agriculture, SNV in Ethiopia supports the development of a number of value chains such as milk, honey, oil seeds and edible oil, pulses, livestock and horticulture.
SNV Ethiopia is implementing a three-year project (2016-2019) called ‘Gender and youth Empowerment in horticulture Markets’ which is funded by Comic Relief. This project is about strengthening women and youth active in the horticulture value chains in order to raise their production, productivity and income through better access to assets, business development services, financial services, reliable input supply and markets. Improved access will only be effective if control over benefits accruing from the horticulture activities is also addressed in the value chain. Therefore attention will be given to the economic and social roles allocated to men and women based on tradition and culture and the mutual relationship between them. The project is undertaken from a value chain development approach, with special focus on the synergy between all the stakeholders in the chain and improving access to sustainable markets for smallholder farmers
1. Objectives of the assignment
· To equip the irrigation technicians with skill and knowledge of irrigation pump maintenance + reparation
· To orient GYEM in the investment (for a basic toolkit) needed for the youth to be able to do maintenance and reparation
· To provide a recommendation on fees for maintenance and reparation of irrigation material
2. The assignment/tasks to be done:
To address the above mentioned objectives, the consultant will do the following specific tasks
· Assess the gap of the youths in terms of their level of knowledge on the subject matter
· Prepare training materials: guiding manuals, power-point presentations
· Provide practical training on how to operate and maintain different types of irrigation pumps with practical demonstration using the local community broken pumps
· Develop a list of providers of spare parts (in Addis or somewhere else)
· Determine, together with GYEM, the cooperatives and youth groups, a fee for maintenance and repairing, dependent on the nature of the problem
· Provide certificate to participants to confirm completion of the course (the certificate should include SNV logo and signature).
· Submit a compiled report on the whole process of the training.
3. Deliverables:
The consultant is expected to deliver the following outputs
· Assessment of the current statement of the youth groups to be trained
· Training materials: manuals, guidelines for the technicians to use it as reference.
· Train in total 60 Irrigation maintenance technicians or 12 youth groups
· Provide certificates for participants as per their completion of the course
· Provide report on the process and result of the training + way forward: points of attention so that the youth continue successfully
4. Competency and academic qualification
The competing firm and the trainer/s it deploys for this particular assignment should possess the following competency and academic qualifications:
· The firm must possess 5 years and above profound experience, knowledge and skill on Mechanical engineering, farm machineries and related field.
· The firm must be well equipped with machines and water pumps
· The firm must have contacts with other stakeholders like providers of spare parts, providers of irrigation equipment
· Experience in undertaking similar assignment/s (practical training in irrigation pump maintenance and water utilization)
· An in depth knowledge and good understanding of the common irrigation pumps being used by farmers producing vegetables
· Fluency in local languages (eg; Afan Oromo, and Amharic,) is preferable
· The firm must show mix of the staff to be deployed, qualified specialists with experience and substantial record in related topic
· Integrity, timeliness, openness to learn, willingness to have long term engagement with SNV Ethiopia
