Accountabilities Ï |
General Responsibilities · Maintains an overall awareness of how the health posts are functioning, ensuring that the daily functions of OPD, ATFC and EPI are carried out in a timely fashion. · Active support of the outreach nurse in the management of health post staff, including administrative issues, monitoring and evaluation of performances. · Ensures proper organization, implementation of nursing care and duties in the outreach clinics/sites; · Drug Consumption Data. In close collaboration with the BoH nurse based in the different HPs, ensure the proper collation of the monthly medical consumption data from all sites; · Works closely with field logistician regarding storage, transport, safety/security, cold chain and to liaise estimation and distribution of supply to the outreach sites;
· Enforces the Universal Precautions in the HP · Ensure that nursing and nutritional care for patients in health posts are provided according to MSF standards. · Identify gaps in the services at health posts and report them to his/her line supervisor and present them in the medical team meeting, and suggest improvements · Collection and substantiation of weekly epidemiological and medical data from all outreach and health post sites based on the data collection tool provided by the medical data person · Works closely with, and coaching of BOH staff in the health posts, promoting smooth running of HP, and ensuring good communication between MSF & the BoH health teams.
Planning and Preparation · Participates in regular weekly meetings with line supervisor and other medical team members of the project; · Organises and participates in joint meetings between MSF & the BoH health staff, at every visit to the HP and other occasions if necessary; · Actively participates in planning and implementation of regular outreach movements and activities. Provide reliable information based on needs, gaps and requirements of the different fixed outreach sites;
· Actively participates in emergency preparedness, outbreak screening and planning and execution of emergency/outbreak interventions.
Specific Tasks and Responsibilities on Every Trip · Every visit compares drug consumption with diagnosed and treated diseases in order to evaluate the rational drug use. · At every visit perform drug stock count of the pharmacy and compare results with stock cards, dispensary register and order & consumption sheet. Ensure that the drugs & medical supplies are up to date in the clinics; and that the stock level and requests are rational. · Every visit evaluate the adherence to MSF protocols by physical participating in consultations together with the BoH staff and by checking the consultation book on executed consultations; symptoms, diagnosed disease and drug prescription. · Every visit monitor the ATFC activities and administration by actively participating and training on ATFC days and by checking ATFC files and ATFC registration book for executed care on non-ATFC days. · Organize the identification of absentees and defaulters of the ATFC/EPI program and linkage with the OHW’s to follow them up. · Every visit monitoring of EPI activities by actively participating in EPI activities and monitoring the registration book and cold chain · Each visit assists in the collection and analysis of medical data from the outreach activities, OPD data, ATFC data, consumption and order sheet. · When appropriate decides the need for patient referral after medical evaluation, writes referral letter, informs that patient about MSF responsibilities and supervises the signing of the letter of discharge of responsibilities, and informs HC of patient arrival. · Every visit identify training needs and execute of structured training for HP staff in both on-the-job coaching as well as formal teaching sessions in cooperation with the medical expatriate. · On every occasion promote awareness of health services within BoH health posts amongst patients and clinics staff, liaison with the CHW supervisor to raise awareness of the health services of the HP within the community.
Security: · Approach local authorities and community elders to collect general context and security information when requested by your supervisor · Act as a role model for good nursing care as nurse for MSF · Be prepared to advertise, explain and justify MSF program, activities and principles within the community and with community elders and local authorities · Routine skill in using MSF communication equipments & reliable communication skills with the base according to established communication protocol
Reporting · To participate in monthly activity reports, which include statistics, narrative and planning · Provide accurate and reliable feedback about findings, conditions and general status of the outreach site, after every trip, to your supervisor · Proactive bring to the attention of your supervisor or the project management team any problem which requires additional discussion and/or follow up · Immediately inform your supervisor or the PC about any security information that could in any way compromise the safety of MSF staff or MSF program · Provide monthly overview of all medical data regularly collected from the different fixed outreach sites · Actively participate in writing the monthly medical narrative about outreach activities in the project
Other · Performs additional duties associated with the project’s activities per request of his/her immediate supervisor or the PC · Perform and/or participate in written translation, from mission to local language, of medical protocol and other relevant documents/memo to be distributed in the fixed outreach sites when needed · Support expatriate team members with accurate translation during negotiation/ discussion/training when requested by your supervisor

Education | · Essential recognized Nurse in Degree · Needs to be a registered nurse in Ethiopia |
Experience | · Essential working experience of at least six years in nursing activities related jobs. · Previous supervising experience is essential. · Desirable working experience in MSF or other NGO’s in developing countries. |
Languages | · Local language essential. Mission language desirable |
Knowledge | · Knowledge of Kala Azar, HIV/AIDS, STIs, TB and Malnutrition preferable. · Human resource and management skills |
Competences | · Essential basic mathematics and use of measuring equipment. · Desirable computer literacy (word, excel) |
