Shaping a stronger Oxfam for people living in poverty
Country Context
A new Oxfam Country Strategy was finalized in 2015 and a Country Operating Model in 2016. A transition process has been completed to amalgamate all existing Oxfam operations in country under one roof. A new operating model has been introduced for Vision 2020 and will be rolled out and embedded in Ethiopia over the next 3 years. A key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director. As the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in country. Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.
Background
Residual effects of El Niño-induced drought from last year coupled with this year’s ‘(2017) below average rains in the southern and eastern parts of the country caused by the negative Indian Ocean Dipole (failure of dyer/hagayya rains) have led to new drought particularly in Southern and South east parts of Ethiopia affecting over 5.6 million people. The pastoral areas in Southern Somali region are facing acute water and food shortages and over 1.2 million people are in urgent need of re-directed development and resilience investment to emerging humanitarian priorities. Increasing displacement due to climate related loss of livelihoods and food production is reported in Somali region. Oxfam is responding in 7 zones of Somali region through a comprehensive drought response, including WASH and food security and livelihood projects for the most vulnerable population in the affected areas.
Team Purpose
To work with communities to address the causes of suffering from poor public health, poverty and alleviating their suffering and reduce hygiene related diseases.
Work in close collaboration with partners as PHP team and local authorities to ensure that participatory approaches for the contemporary hygiene and promotion activities are throughout project cycle management ,He/she also participate in disease surveillance and response currently occurring AWD outbreak, provide training, follow up of early warning and integrated disease surveillance, regular data collection, mapping of project sites in terms of occurrence of AWD epidemics, facilitate training and orientation of HEWs, and community to be served for.
Job Purpose
To enable Oxfam to respond quickly to Public Health Promotional requirements of the drought and AWD emergency response. The post holder will be working closely with the implementing partner on the implementation.
The work may involve, in an immediate stage, the assessment of the hygiene promotional needs that will target mainly reduction of AWD, or any other public health related diseases spread as well as building the capacity of the communities to better reach and alleviate the plight of the people affected by the emergency.
