MSF OCA is implementing primary and secondary health care in Kule/Tierkidi refugee camp and Pagak reception centre ; The candidate will ensure the proper implementation of protocols, analyse statistics and reports, manage and train staff involved in the nutritional & health care activities and/or other emergencies:
Main Activity:
· The candidate will be working in Kule/Tierkidi refugee camps taking lead in all Nutritional activities including support to ITFC and representation in all nutrition forums .
· Identify staff training and supervisory needs
· Give meaning to the MSF-H medical humanitarian policies, principles and values.
· Works closely with field logistician regarding storage, transport, safety/security, cold chain.
· Ready to advertise, explain and justify MSF program, activities and principles within the community and with community elders and local authorities.
Medical work
· To implement and ensure correct use of diagnostic & treatment protocols according to MSF clinical guidelines
· In collaboration with the medical team to develop strategies to improve the quality of patients care and access to nutrition services (according to MSF guidelines)
· In collaboration with ITFC Medical activity manager , guides the medical staff in the performance of their duties and promote an attitude of open communication and respect between staff and beneficiaries
· To oversee patient referral to outside Health Centres, to other ATFC program nutrition partners
· In collaboration with ITFC medical activity supervisor collects relevant nutrition data and links the names of defaulter to outreach team.
· To ensure capacity development of national staff in knowledge and skills in Nutrition
· To strengthen Nutrition surveillance system within the project.
Medical policy and planning
· To monitor, assess and analyse progress of Nutrition programme components by gathering information and checking results against objectives
· To oversee the OTP program and advice on/assist with program adjustments in collaboration with PC/MTL as necessary
· To assist in carrying out emergency and needs assessments as required
· To contribute to the formulation and preparation of Annual Plans, Project Proposals, Log frames as required, in close collaboration with the MTL and the PC.
Representation/communication/reporting
· To contribute to the MSF identity, values and principles by reflecting, discussing and contributing to the advocacy mandate
· To act as the representative of MSF in relation with relevant local authorities when required ie ARRA ,UNHCR ,RHB etc
· To establish and maintain relationships with local authorities and other organisations regarding Nutrition issues and planning at project level, in conjunction with the MTL
· To prepare the monthly medical reports Nutrition part in cooperation with the medical team and contribute to quarterly, annual and donor reports as required.
· Takes a lead in Nutritional survey report feedback to all the staff in the project.
Human Resources Management
· To assist in recruitment of Nutrition personnel, in conjunction with the MTL
· To conduct job performance evaluations for national Nutrition team members and give input in evaluation of ITFC medical staffs.
· Supervises kitchen staffs and ensure their presence and leave if applicable
· To ensure the implementation of national/incentive staff rules/regulations in conjunction with HRM
· To ensure the implementation of national /incentive staff Health policy in conjunction with the MTL/HRM
· To identify training needs, conducting trainings and make suggestions to the MTL for staffs to attend regional and international trainings.
Medical Logistics and supply
· In collaboration with the medical team leader makes quarterly therapeutic food estimation and prepares the request to be submitted to UNHCR
· Monitoring and follow up on consumption of therapeutic foods in the project and ensures its used according to MSF H protocol as well as UNHCR /UNICEF the provider of the products.
· Asses the need of other Nutrition /medical equipment’s needed to run the Nutrition activities in the project and makes the requests basing on the need.
Hospital kitchen/Food
· In collaboration with the MTL Plans and ensures the patient food is prepared in the correct hygiene standards and correct nutrients.
· Prepares food request for the patients according to the need and ensures proper proper payments procedures are done.
· Ensures that the food handlers are periodically done medical check-up/tests to avoid cross infection to the patients.
Education:
· Nursing graduate with experience in Management over two years
Languages:
· English essential, local language knowledge desirable
Essential:
· Working experience of at least two years in management/supervision position
· Knowledge and experience in basic health care, in particular experience in nutrition
· Knowledge and experience in health education
· Experience in supervising, coaching and training others
· Ability to organize and prioritise workload, using initiative when appropriate
· Proven managerial ability
· Training in management is an added advantage
Desirable:
· Working experience with MSF or other NGOs
Knowledge:
· Essential computer literacy (Word and Excel)
· Comfortable with analysis and interpretation of data
