Introduction:
The Brooke is a leading UK equine welfare charity which has been working in Ethiopia since 2006 with a country office in Addis Ababa. The Brooke aims to improve the welfare of working equines, together with the livelihoods of people dependant on these animals. Brooke Ethiopia (B-Eth) is entering a new Strategic phase and by the year 2020, the Brooke Ethiopia will sustainably improve the equine welfare of some of the neediest rural and urban equines in Ethiopia. In order to achieve this, the role of Programme Coordinator is critical.

Main purpose of the job: |
Overall management and coordination of B-Eths programme work in the Region to include:
· Support and Coordination of programme implementation · Monitoring, evaluation, and reporting. · Documentation, learning and Coordinate and support Research works for SNNPR Region as appropriate (in collaboration with other teams/departments) · Representation of the B-Eth as appropriate |
Main tasks and responsibilities
· Facilitates and coordinates the annual planning and budgeting process for the programme and consolidation of annual plans and budget (narrative, log-frame and budget), with clear indicators for follow up and result tracking, in order that programme objectives are met at the regional level.
· Ensures that the necessary coordination and support is provided to projects and partners in the process of developing annual plans and budgets.
· Identifying and facilitating appropriate support to build the capacity of both project Staff and Partners in the Region.
· In consultation with the POM and other SMT members, and in line with the B-Eth Strategic plan, identify potential growth and expansion geographic areas.
· In collaboration with the Programme Quality and Technical Support Department, coordinating and organizing scoping and baseline assessments for new programme/project areas in the Oromia Region.
· In collaboration with the POM and the Programme Quality and Technical Support Department, undertake the development of concept notes and project proposals, and budgets for potential donors (Restricted Funding).
· Work closely with the program quality and technical support department to ensure that the veterinary and the community development components of the programme are integrated.
· Undertake the development of project implementation plans from annual plans in collaboration with the Woreda project teams and partners.
· Make close follow up and provide support in the day to day implementation of planned activities.
· Make timely revisions and adjustments of plans and budgets in collaboration with the project teams and in consultation with the POM; in accordance with the programme rules and guidelines of the Brooke.
· Identify support needs of the field staff and partners for programme implementation and facilitate support from other in country departments through the POM (technical support, finance)
· Identify gaps in implementation and provide/facilitate support to address implementation gaps.
· In collaboration with the Finance Team, support and coordinate budget phasing for projects, Partners and consolidate budget phasing for the regional programme as a whole.
· Work with the POM and the Finance Team at the Country Office to ensure timely transfers of funds to projects and partners as per the plan and phased budget, based on monitoring of programme activities
· In collaboration with the POM and finance team, undertake budget reforecasting for the regional programme and partners and submit to the POM timely
· Ensure that budget variances are clearly identified and explained.
· In collaboration with the POM and Programme Quality and Technical Support Department, develop and maintain efficient programme monitoring and evaluation system and practices in line with the Brooke’s Effectiveness Framework.
· In collaboration with the POM and Programme Quality and Technical support Department, provide support and build capacity of programme staff and partners in programme/project monitoring.
· Conduct regular monitoring and follow up of projects, identify implementation gaps and take the necessary corrective actions, in consultation with the POM.
· Facilitate and coordinate project/programme evaluation as required for internal, government, Brooke UK or donor Purposes.
· Support the project teams to prepare periodic reports (quarterly, biannual, annual), and consolidate such reports maintaining high quality standards.
· Work with partners to ensure reporting compliances are met.
· Directly manage and support filed level project team leaders.
· Ensure that in turn, all the field programmes (projects) in the Region are properly and effectively managed and supported.
· Actively engage in facilitating feedbacks from the field staff and provide information to the POM to be presented at the SMT for strategic decision making.
· Facilitate smooth and efficient communication and working relationship between project offices, partners and Addis office, and with regional government bodies.
· Coordinate and support Research works as appropriate (in collaboration with other teams/departments)
· Ensure that best practices in the Program Area are documented and shared with relevant stakeholders (in collaboration with the ICO).
· Ensure that key lessons from the programme are captured and documented, and used for programme development.
· Prepare a one page monthly program update report and submit to the POM for publication by the Communication Department.
· Build and maintain good working relationships with government and other stakeholders at Regional, Zonal and Woreda level.
· Identify, manage and develop relationships with key stakeholders, including government, partners, and other development organisations. This will include taking the lead in working with regional government on veterinary policy and strategy, and best practice.
· Participate in quarterly government-organised NGO forums at Regional, Zonal & Woreda level, and in other networking and discussion forum.
8. General
· Perform such additional tasks as may reasonably be required by the POM.
· In undertaking the role, comply with all Brooke global and country policies and procedures.
· The role requires regular in-country travel, sometimes at short notice.
· This list of tasks may not be exhaustive and will be reviewed from time to time.
ü Masters or BA Degree in Development planning, Project management, community Development, or relevant social science fields (international development, economics, management, etc) .
ü At least five years of experience of programme management in the NGO sector
ü Proven experience in programme/project development.
ü Proven experience in report writing.
ü Ability to work independently and think innovatively and strategically, as well as work collaboratively.
ü Proven experience of Monitoring and Evaluation (M&E) and its application within annual planning processes
ü Commitment and enthusiasm for the Brooke’s mission and values in promoting equine welfare.
ü Knowledge of basic Animal Welfare (AW) concepts and the importance of working equines to households / the economy.
ü Experience of managing subordinate staff
Skills and Abilities
ü Excellent IT skills, especially MS Word, Excel and other MS Office applications
ü Excellent analytical and critical thinking skills.
ü Strong interpersonal skills and ability to manage complex and sensitive organisational relationships.
ü Fluency in English and Amharic (spoken and written) speaking the language in the project Woreda is an added value.
