To coordinate, supervise and provide technical inputs to all aspects of construction and maintenance works of WASH projects being implemented by the consortium in Tigray region;
To ensure quality control of all construction projects by travelling regularly to all construction/ maintenance sites ensuring that all constructions are in accordance with set norms and standards;
Work in close collaboration with other project sectors, especially WASH to ensure smooth implementation / facilitation of the community based development approach in all community construction projects;
Ensure constructive cooperation and collaboration with other construction project key stake holders, including international and local NGOs and local authorities;
Follow up of achievements vis-a-via work plans, as well as providing feedback and technical support;
Prepare, manage and monitor WASH related budgets versus actual expenditures;
Ensure effective field monitoring, as well as timely and quality construction project reporting, including situation reports, updates, monthly, quarterly and annually.
Specific Responsibilities
Support the cluster coordinator and project manager in project proposal preparation of WASH related construction projects;
Actively participate in tender and contract documents preparation and take lead in the bid analysis contract awarding process;
Coordinate all contract management activities for all major contracted works, to ensure adherence to contract specifications, terms and conditions, including timely issuing of completion certificates and payments;
Conduct technical assessments and prepare designs and Bill of Quantities (BoQ) for new and maintenance projects as appropriate;
Prepare/ examine all construction designs and BoQs to ensure cost-effectiveness, and conformity to standards, including adequate provision for contingencies to cover unforeseen expenses;
Ensure adherence to SNV and/ or donor procurement policies when procuring materials and services for all construction projects;
Prepare/ examine and monitor construction cash requests and payments for approval by manager;
Prepare all labor/supply contracts for specialized construction activities to facilitate payments;
In close collaboration with finance unit, ensure construction expenditures are within approved budgets by regular monitoring of both physical work progress and actual expenditure, as relates to the provisions in the BoQs;
Ensure quality control of all contracted and directly implemented construction works by travelling regularly to all construction sites to ensure adherence to contract specifications and / or workmanship specifications and adherence to set completion dates;
Establish individual project information records to include key project information including copy of donor contract, drawings, BoQs, budgets, expenditures, etc, for monitoring purposes;
Establish a workable system for regular monitoring of prices for common construction materials / inputs, including construction unit rates in project sites;
Ensure /prepare quality and timely periodical construction project reporting, including situation reports, updates, monthly, quarterly and annual reports;
Attend WASH Task force and coordination meeting at Woreda level as instructed by supervisor;
Perform any other duties as may be assigned by the cluster coordinator and project manager.
Job Requirement
Relevant diploma or degree in engineering fields (hydraulics, civil, water resources etc)
At least 5 year experience in the field of WASH and Community Development programs
Extensive work experience within the field of WASH particularly in design and construction supervision of water supply and sanitation and hygiene projects.
Experience in working with International NGO’s is an asset.
Excellent interpersonal skills and demonstrated ability to establish effective working relations with staff and other stakeholders.
Experience and willingness to work in the field.
Experience in living and working in a multi-sector, remote area environment, under team conditions.
Ability to work well under pressure and in adverse conditions.
Substantial project and people management skills and experience.
