JSI Research and Training Institute Inc. / Universal Immunization through Improving Family Health Services (UI-FHS) is designed and implemented in collaboration with the Ethiopian Federal Ministry of Health (FMOH), the goal of UI-FHS is to learn, document, and share evidence with the Ministry and other stakeholders about how universal immunization might be achieved through affordable and sustainable approaches to reach all women and children with potent lifesaving vaccines.

OVERALL RESPONSIBILITIES
The Senior M&E Advisor will have the overall responsibility to lead the project’s monitoring, learning and evaluation based learning model of Reaching Every District using Quality Improvement (RED-QI) approach to improve routine immunization. He/she has responsibility to supervise the M&L specialist based in Addis Ababa, and provides technical direction to Regional Learning Specialists. He/she will also closely work with Regional Advisor, RED-QI Advisor, M&E team at head quarter and with all senior technical and regional staff. The position holder is expected to travel to project sites up to 40% of the time.
SPECIFIC RESPONSIBILITIES
A. Performance of core M&E functions, including reporting requirements;
Responsible for the design, implementation, analysis and dissemination of M&E activities for the project
Lead and participate in all project M&E activities such as conducting operational research, mid-program review, summative evaluations, and endline evaluations.
Promote active use of evidence-based data, including RED categorization tool use at national, regional, Zonal and Woreda levels
Oversee development and maintenance of the Project’s databases and ensure timely data entry
Oversee compilation, analysis and sharing of routine reports for technical and other staff (e.g. monthly update, quarterly review meetings) for timely program decision
Prepare and/or verify quarterly and annual project progress reports to BMGF, FMoH and other needed external stakeholders
B. Provision of technical guidance and support to staff;
Support the technical team with use of data for decision making including for national level advocacy efforts
Supervise M&L Specialist and mentor and build capacity of Regional Learning Specialists on a day-to-day basis
C. Document learning and build the evidence base for external communication and advocacy
Responsible for systematic documentation and learning of all project operations and activities, and ensures the availability of information for analysis, synthesis, decision-making and dissemination.
Represent the project’s ME&L interests at meetings with stakeholders, including government partners, FMOH and other agencies
Support the development of abstracts and publications of UI-FHS work, including writing, data analysis, document review, and presentation of findings.
Ensure best practices are documented from project implementation and share them for wider application within and outside the project area
D. Other
Closely work with the M&E and technical team in Addis and head quarter on all issues related with M&E
Contribute as need to proposal writing and strategic planning
Other duties assigned as needed
Job Requirement
Master’s degree in public health from a recognized university. Monitoring and Evaluation specialty (epidemiology, demography, health/applied economics, health services research), or social sciences preferred.
A minimum of eight years of work experience in the M&E or research of international health and development programs
Demonstrated ability with conducting, analyzing and writing up qualitative data
Advanced experience with how to collect project monitoring data, and preferably some experience working with secondary data from the Ministry of Health, District Health Offices or other state health organizations
Fluent Access and Excel user preferred, with familiarity in the advanced use of filters, formulas, and other data manipulation functions to increase speed of data entry and cleaning of primary data
Experience in the design and management of M&E databases
Ability to work comfortably with statistical software for data analysis (SPSS, EPI info, and Stata)
Detail oriented, with good time management skills
Fluent Amharic and English language written and spoken communications skills. Strong ability to synthesize, analyze, and write in English
Familiarity with quality improvement approaches is a plus
Familiarity with routine immunization, primary health care and the Ethiopian health system is a plus
