Context and Scope of the Position
General functions: Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Liaison Officer to the AU/UNECA/IGAD, the successful candidate will perform the following duties and responsibilities:
Core Functions / Responsibilities:
The successful candidate will specifically undertake:
1. Support the implementation of regional joint initiatives on Migration in line with the partnership between IOM and IGAD and in coordination with the Liaison Officer, provide support to the IOM missions in the IGAD region to ensure the implementation of activities at the national level as part of the ongoing IGAD Regional Migration Program.
2. Provide technical support in the implementation of regional joint initiatives on Migration in line with the partnership between IOM and AU and in coordination with the Liaison Officer, provide technical support in the project implementation on the free movement of persons protocol in Africa.
3. Oversee the United Nations Liaison Team’s (comprised of Heads of agencies accredited to the African Union) day to day activities, currently under the Chairperson of IOM, and provide supervision and guidance to the UNLT Secretariat staff and Liaison Unit interns.
4. Provide support to SLO Addis Ababa in its function as the secretariat of the African Union led Horn of Africa Initiative (AU HOAI) to tackle human trafficking and smuggling of migrants; in particular provide support in implementing components of the AU HOAI project.
5. In close coordination with the Liaison officer, provide support in development of a project under the framework of the Joint Labour Migration Program and work closely with the taskforce comprising of IOM, ILO, UNECA, and UNDP and under the leadership of the African Union.
6. Provide technical support to SLO Addis Ababa in its function as the co-secretariat of the Migration Working Group led by the AUC.
7. Provide support that maximizes IOM’s role in the Framework for a Renewed UN/AU Partnership on Africa's Integration and Development Agenda 2017-2027(PAIDA) former RCM/Africa.
8. Provide technical support to liaison functions, with the three institutions which the SLO is accredited to, in diversifying its activities to cover wide range of migration related issues by mapping potential areas of collaboration and further the development of joint regional programs.
9. Produce visibility and communication materials for the Unit that reflects its activities
10. Monitor and prepare regular periodic reports for projects implemented by the Special Liaison Unit.
11. Support the mobilization of resources for programmes and projects in areas identified as priority by IOM and the AU/UNECA/IGAD including support in developing new projects for funding.
12. Draft inputs to various consultations, reports and briefing notes on Migration and related issues, and draft updates on Liaison activities with regards to AU, UNECA and IGAD in order to ensure timely and effective communication internally with IOM Missions in Africa and relevant Departments in Headquarters.
13. Provide technical support in preparing annual meetings and forums dedicated to promoting migration issues; Policy Dialogues at different levels with the Diplomatic community in Addis Ababa, including IOM Member States’ Representations, Regional Economic Communities (RECs), the African Union Commission and the UN family.
14. Draft responses to ad-hoc requests both internally in IOM and with external partners.
15. As needed represent IOM SLO Addis Ababa at various meetings, within and outside the country with partners at technical level and produce meeting reports.
16. Any other duties as may be assigned.
