In Ethiopia, GIZ has been working for more than 50 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Centre for International Migration and Development (CIM), which is jointly run by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the German Federal Employment Agency (BA) / International Placement Services (ZAV), recognises the development potential that comes with migration. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Programme Migration for Development (PME) supports the development-oriented contributions of migrants from developing and emerging countries to their respective countries of origin. Moreover, it seeks to advise selected partner countries on ways of utilizing migration for sustainable development and improving framework conditions for legal migration.

Responsibilities
The coordinator fulfils a crucial role in the implementation of the Programme Migration for Development (PME) in Ethiopia. He/She represents the PME in the country and coordinates the activities of the programme which are being implemented here. He/She carries out his/her work in close coordination with the project manager in charge of Ethiopia in the frame of PME, who is based at GIZ’s head office in Eschborn. He/She also cooperates closely with the GIZ Country Office Ethiopia. The coordinator provides input for the annual planning of PME in Ethiopia and develops proposals for country-specific activities within the context of each component and independently carries out these activities after they have been approved by the project manager. An important responsibility of the coordinator lies in the provision of coordinatory services to highly qualified migrants and the provision of country-specific expertise to the project manager. The coordinator cooperates with the ZAV placement officer in charge of Ethiopia in related PME fields of activity, especially in the component “Knowledge Transfer through Returning Experts”.

§ reviews funding and promotion requests of diaspora organisations or diaspora experts and visits project partners in Ethiopia,
§ informs, advises and establishes networks between the project partners in Ethiopia while supporting the integration of the promoted projects into local and development cooperation structures, as well as supporting opportunities for networking with other programmes,

§ forges contacts with relevant host institutions and acquires specific offers for short term placements,
§ proactively looks for suitable positions to match the skills of qualified diaspora experts

§ supports the project manager with relevant information, contacts and logistical support in the compilation of the “Study on the Ethiopian diaspora in Germany”,
§ prepares annual action plans for PME activities in Ethiopia in agreement with the project manager,
§ prepares business trips in Ethiopia for CIM/GIZ staff as well as partners and provides support during the trip,
§ supports, from the PME perspective, the programming and any necessary alignment with the bilateral German cooperation programmes in the fields of economic development, youth employment, training and reintegration. This is aimed at enhancing the quality and effectiveness of German cooperation for the sake of beneficiaries in Ethiopia,
§ undertakes necessary local or international business trips,
§ draws up expert input for and participates in relevant meetings and conferences,
§ participates in PME-related training programmes and
§ is actively involved in the development of the programme and the current topic of Migration and Development,
§ cooperates closely with GIZ Country Office Ethiopia, takes part in internal meetings with country office at the request of the Country Director or designated supervisory staff member,
§ prepares, organises and accompanies any coordinator mission of PME staff or consultants to Ethiopia,
§ supports the monitoring process in all related components, especially returning experts’ assignments monitoring and diaspora cooperation activities monitoring,
§ ensures the quality of content in the reports of the returning experts through consultation,
§ conducts or commissions surveys and collects necessary data in Ethiopia for results-based monitoring and management.
Required qualifications, competences and experience
Qualifications
The coordinator is an Ethiopian national and has lived in Germany for an extended period of time. He/ she holds an university degree and preferably has gained professional experience in Germany. He/ she has a good insight into the structure of the Ethiopian diaspora in Germany. He/she is fluent in German, Amharic and English and demonstrates solid knowledge of Ethiopia, its socio-political situation and its culture. He/ she has an excellent command of German as well as common PC programmes such as Microsoft Office. He/ she possesses a high level of communicative and negotiation skills and ideally has gained some working experience and basic knowledge of German development cooperation. He/she is able to represent PME in Ethiopia with internal and external stakeholders.
