1: Provide accounting services for the Mission
The Finance Manager is responsible for:
- disseminating information about the accounting procedures of the mission and ensuring that these procedures are respected
- the comprehensiveness and precision of entries and the correct budgetary charging of expenses
- accountancy entries for transactions at capital level
- the correctness of cash stocks and bank accounts
- timely forwarding of accounting information to DCFM/CFM and HQ
Ø SAGA entries at capital level, compiling bases accounts in SAGA
Ø Communicating with field offices and gathering their reports on Excel and SAGA on a monthly basis
Ø Checking entries and supporting documentation of all bases, communicate and coordinate closely with base finance managers and officers for corrections
Ø Verifying payrolls and HR related entries and payments (staff loans, salary advances, income tax, pension contribution, etc.)
Ø Providing information pertinent to the correct budgetary charging of expenses and monitoring budget entries
Ø Verifying physical cash count
Ø Making bank reconciliation
Ø Prepare reports for Deputy Country Finance Manager and Country Finance Manager as necessary
Ø Archiving accounting documentation in accordance with ACTION AGAINST HUNGER procedures
2: Managing bank and cash flows
The Finance Manager is responsible for:
- implementing the Cash Management procedures in the capital and ensuring they are respected
- Ensuring the availability and safe keeping of the necessary cash in the capital
- making payment for purchases falling within the monthly forecast of the capital
Ø Providing the Deputy Country Finance Manager with information concerning the circumstances of the different bases which may impact on the process of cash management
Ø Collecting and compiling monthly forecast of each base
Ø Receiving requests to commit expenses on a non-signed contract (Z2), checking that they are justified and informing the Deputy Country Finance Manager
Ø As and when necessary, proposing the choice of banking establishments, checking their solvency and reliability, maintaining relationship, following the opening and closing of accounts and the adding of signatories according to ACTION AGAINST HUNGER procedures
Ø Approving the methods of payment of on-going contracts for the capital and ensuring payment by the due date
Ø Informing the Deputy Country Finance Manager of any discrepancy between procurement requests and the monthly forecast
3: Ensuring compliance with Action Against Hunger and donors procedures and Ethiopian law
The Finance Manager is responsible for:
- checking and verifying capital and bases transactions and entries
- identifying compliance gaps and financial risks and warning the Deputy Country Finance Manager and Country Financial Manager of financial risks
- suggesting recommendations to mitigate the financial risks
- participating in the audits held at mission and HQ level
Ø At the request of the Deputy Country Finance Manager/Country Finance Manager, provide inputs for the annual budget and financing plan
Ø Participating in the preparation of reports to funding bodies and in audits
Ø Anticipating and monitoring financial risks (budget overspends, increased costs, lost invoices, lost deposits etc) and keeping the Deputy Country Finance Manager and Country Finance Manager informed of these
4: Manage his/her team
The Finance Manager is responsible for:
- the day-to-day management of his/her team (guidance, follow-up, motivation…)
- evaluating the performance and developing the skills of his/her team members
Ø Taking part in the recruitment of team members
Ø Working out and monitoring individual action plans for team members
Ø Managing the planning process, the sharing and coordination of tasks
Ø Providing for appraisal interviews for team members
Ø Providing technical support to the teams
Ø Identifying the training needs of team members
Ø Creating, organising and leading training sessions
Ø Managing difficulties in the team
5: Other tasks
The Finance Manager is responsible for:
- filing and archiving finance documentation
- technical support to the field offices, visits as necessary
Ensure good relationships with financial partners (banks, tax offices, etc.)
Educational Qualifications and Skills Required:
Qualification/Level of studies: Diploma / Level of studies: Degree/Diploma in Accounting, Accounting and Finance +3 years’ professional experience in finance and administrative, preferably a candidate with experience of being finance generalist
Required skills: Computer knowledge – Rigour – Organizational skills – Diplomacy – Sense of confidentiality – Good relational qualities – Good knowledge of English
