Invitation for Consultancy Service to conduct a training on
“Developing Gender Sensitive MEAL System” for CRS-ET Program Staff (Re-Advertised)

In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at around $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Background
It is profound to identify and track the differences in project outcomes and impacts with respect to gender that it helps initiatives to point out corrective and/or enhancing measures across genders. It is apparent that such activities bring gender sensitive M&E system into projects and improve performances by maximizing inclusive and equitable benefits to all members of the target group and/or avoid unforeseen negative impacts on different segments of the target group served.
In this regard, CRS has been showing great commitment in designing systems and giving emphasis on ways to reflect gender in its diverse programs in which one is MEAL. Generally, in MEAL systems, the idea of gender is not adequately considered due to reasons ranging from inadequate staffs’ participations, lack of resources and lack of identifying systematic ways of gender integration in project management system.
Following the commencement of CRS-ET’s gender strategy and action plan, MEAL unit has developed its own sector specific gender plan. One of the major activity included in the action plan is to give capacity building opportunity for program staffs working both in development programs as well as emergency projects on designing gender sensitive MEAL system.
It is believed that such an opportunity would contribute greatly to build staffs’ knowledge and facilitate ways of enhancing skills of different levels. Based on this, MEAL unit has prepared this ToR to facilitate the hiring of individual trainer to conduct this training.
2. Objectives of the training
The key objective of the training is to build the capacity of CRS-ET program staffs in designing and implementing gender sensitive MEAL system for development projects as well as emergency initiatives. In line with this, CRS would like the trainer to examine the following key areas and meet specific objectives set for the assignment.
How we monitor gender impacts of our measures and collect sex-disaggregated data?
How our indicators measure the impact we have on gender equality?
How we support institutional learning and foster exchange of promising approaches to enhance gender equality?
The specific objectives of the training are going to be:
To capacitate participants in identification and preparation steps of gender sensitive MEAL system
To develop designing and apprising skills of participants in terms of building gender sensitive MEAL system
To capacitate participants with review techniques of MEAL components of projects from gender perspective
3. Scope of the training
In terms of time frame, the training is planned to be carried out for 3 days depending on the detailed content to be presented by selected trainer. As to participants, about 25 CRS-ET’s program staffs across all sectors are going to be part of. CRS-ET’s MEAL team is expected to support the whole training session with close consultation with the selected trainer and the gender team.
4. Methodology
The following are the major methodological perspectives that will be assessed in the preparation and actual training delivery schedule.
Review of basic CRS-ET’s MEAL document
Review of CRS/ET’s gender strategy and action plan related with programming
Training manual preparation in line with CRS-ET’s MEAL considerations
Training agenda preparation
Consideration of any new CRS-ET’s MEAL priorities/concerns
Review of relevant documents on engendering MEAL systems of development and emergency projects
Sound facilitation sessions involving possible ways that promotes learning by doing principle
Take home materials on the topics
5. Responsibility of the trainer
Producing of inception report for the training for CRS-ET’s MEAL and gender unit
Closely communicating with CRS-ET’s MEAL and gender unit
Preparation of training manual and training plan
Delivering of all relevant training resources to CRS-ET on time (before the start of the training)
Presenting detailed training schedule
Undertaking the training for the agreed period
Producing the final training report to CRS-ET’s MEAL unit
6. Responsibility of CRS/ET
Availing necessary documents (programming section of gender strategy and MEAL documents);
Training participant selection;
Facilitating training hall, refreshments, stationary materials and related things;
Preparing certificate; and
Effecting payment.
7. Deliverables:
Tailored training materials based on CRS’s documents review;
Communicating CRS/ET list of necessary training materials (stationary);
Production of inception report for the training;
Delivery of all relevant training resources to CRS-ET;
Detailed training Manual with detailed activities and schedule;
Undertake the training for the agreed period; and
Framework for integrating gender issues into CRS Ethiopia projects/programs
Production of final training report.
Required Education
Minimum of Master’s Degree in Monitoring and Evaluation, Gender Studies or related fields with solid experience in engendering M&E systems with components of accountability and learning.
Or
Minimum of Master’s degree on gender and solid experience on MEAL
Experience, Competencies and Skills
Minimum of 5 years of experience in developing and reviewing MEAL systems using gender perspectives.
Recognized technical experience on Monitoring, Evaluation, Accountability, Learning and Gender integration in development and emergency projects.
Demonstrated experience in conducting capacity building trainings on gender sensitive MEAL systems.
Strong interpersonal, communication and facilitation skills, ability to work effectively in groups and adherence to CRS values.
Communication with CRS-ET:
The trainer is expected to communicate with and report to the MEAL Manager/assigned MEAL team member for this assignment during the assignment and work closely with the MEAL and Gender team.
Timeframe
The training starting from its preparation to final training report submission is expected to take a period of 25 working days. Please note that payable days will be 9 working days. Due to an already scheduled responsibility of the MEAL unit, the actual training is planned to be carried out from August 22-24, 2017. However the preparation is planned to be finalized by July 20, 2017.
