JOB Summary
Under the overall coordination, close technical and managerial supervision of the project director and the Project Manager in Semera -INSPIRE, the jobholder will ensure high quality programing for SC within project. The post holder is expected to provide technical advice and support to Zonal and district level project teams to ensure the achievement of stated objectives. The post holder will also be responsible for ensuring that the lessons derived through implementation of projects are documented for dissemination and fed into strategic development. The Project manager will work closely with the Project Manager based in Semera, country office project specialists and field staffs. The position holder will oversee all the INSPIRE interventions in four woredas (Abaala, Berhale, Erebti, and Dalol) of zone 2 of Afar Regional State.
He/she oversees all relationships with the Zonal and woredas governments and aligning the projects annual work plan with zonal and woreda government, updating project performance challenges and lessons learned to the respective government sectors. In addition, coordinating and conducting joint field monitoring and review meetings with the government using existing government and partner platforms, and meet quarterly with Zonal sector office key department heads. He/she is expected to ensure integration of gender equality and women’s empowerment, sustainable approaches, and most importantly convergence/overlay of multi-sector nutrition interventions (e.g. Health and nutrition, Food Security and Livelihood, WASH and SBCC) in the same geographic areas. He/she is responsible to build capacities and support re-establishment and strengthening of nutrition multi-sectorial coordination (coordination body and technical committee) at Zonal and woreda levels. The Project Manager is also responsible in ensuring quality and timely submission of monthly, quarterly and annual reports and other deliverables to the project manager in Semera or project director in Country office.
KEY AREAS OF ACCOUNTABILITY:
Ensure timely preparation of DIP for programs implemented under the technical supervision of the senior Project Manager and with consultation of the project team
Ensure high quality and timely program implementation as per program plans, principles and regulation
Ensure the quality of program implementation through frequent field supervision and technical assistance of project officers
Assist project officers in the program implementation process under different thematic areas
Contribute for the development of planning and implementation guidelines to be used for capacity building
Coordinate and contribute to project presentations and planning meetings through the compilation and co-ordination of progress reports against the relevant indicators of achievements in approved thematic and annual operational plans and through technical input as required
Identify and actively represent INSPIRE project at all partners, working groups, seminars or other meetings/which have been identified as appropriate in consultation with the project manager in Semera and relevant project staff
To be fully aware of and actively participate in the development and review of INSPIRE program planning and new programming initiatives and proposals
Be fully aware of national policies, strategies and other initiatives and developments by government and other stakeholders in the areas of integrated health and nutrition approaches.
Identify and develop good relations with all key stakeholders in each sector, particularly those government departments at Zonal and Woreda level
Produce, review relevant reports to the SPM/FOM under thematic area of work to ensure that technical debates are well articulated and reports are of acceptable quality before submission. Provide support where necessary to improve report writing skills
Prepare monthly quarterly and annual activity plans, action plans for assessments, monitoring, review and quarterly and annual project reports and plans.
Ensure that communities and staff are facilitated to plan, implement, monitor and evaluate the program activities for quality and sustainable development.
Monitor zonal level performance of the project in relation to the agreed strategy, innovations or new model that is introduced.
Coordinate the proper implementation of programs/projects of the agreed fund as per Detail Implementation Plan (DIP) or other planning documents.
Create transparency and accountability by ensuring that resources are efficiently and effectively utilized within the program/project for the intended purpose
Ensure proper utilization of program funds as per DIP.
Closely monitor the zonal level budget utilization as per the phased budget.
Regularly review BvA timely take action for wrongly charged costs, over and under spent in collaboration regional project manager and finance.
As per the monthly BvA report produce AIR report and timely submit
Adhere with internal control and ensure all staffs comply with financial internal control.
Facilitate innovation and creative mind in initiating the integration of the three project components at household and community level.
Work with community to identify economic potentials available within the community and how to utilize them.
Translate the available economic potentials to improve household level nutrition status.
Work with the community and the CO thematic specialists to address the challenges which can turn into great opportunities.
Promote and come up with new innovation and simple ideas/technologies that will address some of the challenges.
Ensure that all the project components are incorporated into the respective government ordinary plan and monitoring points by the local leaders
Development or strengthening of local institutions (CBOs, saving groups, taskforces, and HDAs, etc) to work in partnership with and create ownership.
Monitor performance of the project in relation to community empowerment approach.
Facilitate networking relationships and participation with wide stakeholders such as government, CBOs, community leaders and other key partners at local level.
Facilitate team building, motivate and maintain strong relationships.
Coordinate and facilitate performance management and ensure there is performance culture among the zonal staff.
Provide technical and networking support in relation to integration of child rights and child protection policy (CPP) to staff at all levels.
Be fully aware of how far INSPIRE project fulfills child rights in terms of SCI’s strategic and thematic plans.
Ensure that Child Rights and gender programming is effectively incorporated into all aspects of the project components.
Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
Construction management
Ensure that all construction related procurement plan carefully developed and submitted to procurement unit and procurement requests (PR) are submitted in time as per the procurement plan.
Collaborate and Liaise with programme technical leads, FOMSs, partner’s and the relevant government sectors on the design of structures and BoQs preparations through an extensive WASH and small scale irrigation feasibility assessment and after donor approvals.
Visit and assess proposed construction sites in project areas and make decisions based on consultation with communities, concerned government office, WASH officers, CO concerned staffs and management
Assist the procurement team in outsourcing and contract administration for INSPIRE construction related activities in the field office.
Work closely with requestors to ensure that contract values are within the available budget limit
Follow up on planning and implementation of all construction undertakings and also review and monitor the performance of construction companies for compliance with the contract agreements they entered into with SCI.
Ensure effective and efficient use of all SC’s financial and material resources in order to keep costs to the lowest possible while quality is assured.
Ensure integration of activities that ensure ownership and sustainability of the construction activities throughout all construction phases.
Develop time table and timely process payment requests for construction works in the field office in line with contractual agreement.
Ensure that construction activities are branded and formally/officially transferred/handed over to communities for sustainable use.
Overall Programme Management
Responsible for the timely development of annual and quarterly work plan, recruitment plan, procurement plan, and phased budgets.
Work closely with satellite/field office management team to ensure coordination among projects, country office Project team and INSPIRE project officers to ensure quality of project implementation and timely completion of the activities and allocated budgets.
Works closely with the Support Services – HR/Finance/logistics to provide them with advanced plans so that they can efficiently carry out their job.
Support the Project Manager in Semera/field office manager in the drafting project related MOU with the relevant zonal and woreda partners, follows up on the review and revision processes, as well as finalization and signing.
Responsible for proper planning, quality implementation, regular monitoring, reporting of all nutrition specific and nutrition sensitive interventions including WASH related construction activities.
Identify critical issues in the implementation of projects and take the necessary actions to address problems and constraints.
Leads project activity and budget revisions, prepares justification for request of amendments in keeping with donor regulations and procedures, closely working with the relevant award team to ensure timely actions.
Through monthly meetings with the FOM/SPM, provides up to date information on the progress of the project and flags any concerns in a timely manner.
Ensure that strategies for phasing out are taken care of during implementation; and project close outs are properly planned and executed.
Ensure project activities are in line with proposed INSPIRE project technical documents and proposed new activities contributes to project goals.
QUALIFICATIONS AND EXPERIENCE
Minimum Qualification required: Bachelor’s/Master’s degree in development studies, health science, social sciences or related field;
Experience: a minimum of 5 years’ experience with regards to the designing, planning, implementation, supervising and reporting on integrated development, emergency and advocacy projects and at least 3 years’ experience in managing complex grants and programs/projects with significant experience in overseeing large multi-year program.
Experience on considerable budget management at INGO.
Technical Skills & Abilities:
