Program Overview
TRANSFORM/Primary Health Care (PHC) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHC will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHCU will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.
Position Description
EnCompass LLC is seeking a Regional Gender Officer for the USAID TRANSFORM- Primary Health Care project, which aims to contribute to Ending Preventable Maternal and Child Deaths (EPCMD) by strengthening the health system in Ethiopia. EnCompass is part of a consortium of implementing partners, led by Pathfinder, working together to support the operationalization of the governments’ Health Sector Transformation Plan at multiple levels of the health system. The Regional Gender Officer will provide technical assistance and build capacity of regional project staff to support gender integration across oromia project areas and activities.
The Oromia Regional Gender Officer position will be based in Addis Ababa and will report on day to day basis to the Regional Technical Coordinator and to the Senior Gender Advisor on technical matters and administrative issues related to EnCompass.
The ideal candidate will have extensive experience with gender integration in the health sector, including conducting gender analyses and assessments and providing technical guidance and support on key gender issues in the project region.
This is a 2-year position with the possibility of extension based on the project needs.
Position Duties and Responsibilities
Contribute in the design of a gender analysis in Project Year 1 and lead regional-level data collection.
Collaborate with Addis Ababa-based Senior Gender Advisor to ensure gender integration across the project.
Participate in the development and implementation of the project Gender Strategy.
Engage in the annual regional theory of change processes to ensure gender integration.
Under the technical guidance of the Senior Gender Advisor, provide technical assistance and capacity building to regional staff in gender integration across the project’s program areas.
Contribute a regional perspective to the development of the project Gender Strategy and provide technical support for its implementation at the regional level.
Closely work with the project team and respective government sector counterparts in the region.
Job Requirement
At a minimum, a Bachelor’s Degree with at least 5 years of experience in the areas of public health, gender studies, social sciences, or a related field.
Strong technical expertise in gender integration in the health sector, and providing technical guidance and support in gender integration in the project regions, especially in one or more of the following areas: maternal health, newborn health, child health, adolescent and youth, nutrition, family planning, and malaria.
Experience in conducting gender analyses and assessments, or conducting research or evaluations a plus.
In-depth understanding of international development processes and USAID projects
Ability to think strategically and integrate diverse information from varied sources
Fluency in Amharic, English, and Afaan Orommo language is mandatory
Strong technical and general writing skills
Proven track record of successful teamwork, good presentation/facilitation skills and excellent verbal and written communication skills required
Strong planning, organization, and strategic thinking skills
