JOB Purpose:
The Woreda Community Outreach Coordinator (COC) for the READ CO project is principally responsible for creating READ-CO Community Outreach Model as outlined in the program description document. Thus, s/he will be responsible for directly supporting the target WEOs, Schools Clusters Supervisors, communities, PTSAs/KETBs, youth volunteers, and schools in implementing day-to-day READ-CO Project activities in the localities. S/he will provide day-to-day oversight of READ-CO project implementation for quality assurance and technical assistance for Woredas Education Offices, target community and school levels activities. S/he will work in coordination and partnership with the Woredas Education Offices and other local government and non-government organizations and partners for the successful implementation of the project. S/he will be responsible for reading materials distribution and usage at schools and community levels, proper functioning of reading corners, reading and writing clubs, book banks, reading camps as per the guidelines, manuals and training provided. S/he will be responsible to lead and coordinate the capacity building training for WEOs, Schools Clusters Supervisors/SCSs/, schools directors, MT teachers, PTSAs/KETBs and youth volunteers. S/he will also provide orientation and training to parents and other community members on the project and parents’ and communities’ engagement and support. S/he will lead and coordinate with WEOs and SCSs to provide on spot coaching and mentoring support for MT teachers, schools directors, PTSAs/KETBs and youth volunteers as part of building their capacities. S/he will provide regular updates of the project activities in the localities and prepare and submit quality monthly, quarterly and annual reports to their respective Zonal Coordinator as per the reporting format. The COC will directly report to the respective Zonal coordinator in the region.
KEY AREAS OF ACCOUNTABILITY:
Coordinate with the SNNPR WEOs in developing and reviewing the annual work plan, quarterly and monthly plans.
Coordinate the woreda level execution of the READ CO annual implementation plan in SNNPR in targeted Woredas and schools in cooperation with READ-CO Zonal Coordinator and Woreda Education Offices in the assigned localities.
Work with schools’ PTSAs to mobilize community resources and leverage available schools’ funds including from SIP for reading materials purchase.
Ensure woreda level programming targets are being met, and report discrepancies and changes to the respective Zonal Coordinator on time.
Prepare quarterly and monthly plans, aligned with allocated budget and programming targets.
Ensure project’s resources are used effectively and for the intended purpose. Closely follow-up the project’s budget utilization.
Ensure project’s activities, both school and community based, are regularly monitored and evaluated as per the approved annual work plan.
Effectively participate and coordinate Woreda level baseline assessment, midline study and end line evaluation in collaboration with the Regional and Addis based M&E staff
Ensure all the SRMs are distributed on time and used effectively at schools and communities levels as per the guidelines for the desired purpose.
Ensure school and community based reading centers established and functioned regularly and properly
Establish and maintain regular follow-up, mentoring and supports to schools and community reading activities.
Support Regional and Zonal READ-CO team to conduct READ-CO project’s orientations to Woredas Education offices.
Lead and coordinate the training at SCSs, schools and community levels for mother tongue teachers, schools directors, PTSAs/KETBs and youth facilitators as per the training guides/manuals.
Coordinate and effectively conduct awareness raising orientation for parents and target communities.
Coordinate and provide technical support for scale up of community outreach model to non- project target schools in woreda.

QUALIFICATIONS AND EXPERIENCE
Essential
Bachelor’s degree in education or related field
Minimum of 2 years’ working experience in literacy boost and/or other reading-related projects.
Experience working on donor-funded education or other social sector projects in a grass-root level, specifically on reading camps and book banks.
Experience in coordinating and leading education projects at Woreda and SCSs levels.
Solid and practical experiences in coordinating and facilitating trainings for teachers, schools directors, PTSAs/KETBs and youth volunteers.
Experience supporting community mobilization projects and/or projects targeting community and school level stakeholders
Demonstrated ability to work successfully with Woreda Education Offices and SCSs
Fluent in speaking, reading, and writing English and Amharic, as well as fluency in the working area language: Wolayettatto.
Desirable
Bachelor’s degree in education or related field
Experience working at Woreda level government offices, Local or INGOs
Experience in providing, organization and managing various training for Woreda Education Offices, School Cluster supervisors, directors and teachers
