In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio currently focusing on community-based food and livelihood security through activities in agriculture, health, peacebuilding, WASH, emergency relief, and savings and lending. CRS is active in nearly all regions of Ethiopia: Tigray, Amhara, Oromia, Southern Nations, Nationalities, and Peoples' Region (SNNPR), Somali, Benishangul Gumuz, Afar, and Dire Dawa Regions.

Position Title: DFID WASH 2020 Manager
Department: CRS Ethiopia Programs
Duty Station: Addis Ababa, with frequent field travel (40-50%)

Reports To: Programme Director – DFID Wash 2020 and CRS Ethiopia Head of Programs
Background:
CRS is seeking a WASH Manager for the anticipated WASH 2020 program funded by DfID. The WASH 2020 program will be implemented by a consortium of international and national agencies dedicated to making substantial improvements in rural sanitation and hygiene in Ethiopia while also achieving additional results in safe water supply and school/health facility WASH services. The program will employ progressive and innovative methods in implementation, particularly communication and marketing of sanitation and with an emphasis on learning and adaptation of the approach as the program progresses. The program will be implemented through a payment by results framework.
Job Summary:
The WASH Manager will provide leadership and oversight to the WASH 2020 programme in Ethiopia, including strategic direction, management and technical quality to enable achievement of the programme objectives. The WASH Manager will be responsible for ensuring a harmonized response across implementing and technical partners including the safe and improved sanitation and water supply in communities and institutions. The incumbent will establish and maintain positive and complementary working relationships across a wide range of contributing implementing partners and Government of Ethiopia (GoE) stakeholders, working to strengthen the quality and coordination of services at community, kebele and woreda levels. Additionally, the incumbent will be well-versed with GoE One WASH National Program (OWNP), as well as complementary donor-funded WASH initiatives, and will ensure WASH 2020 program strategies are aligned and coordinated accordingly.

To ensure the program’s strategic objectives and results are fully accomplished on time and meet expected technical quality standards, the WASH Manager must:
Leadership and Representation:
Program Quality and Management:
1. Provides strategic vision and leadership in the development of water and sanitation strategic objectives across projects/program. Ensures that the strategic plan is adhered to and maintained, while also taking into account changing circumstances;
2. Take a lead in the program learning, identify opportunities for learning, research and publications and the implementation of CRS MEAL policy. Facilitate the dissemination of learning, promising practices and lessons learned to contribute to and adapt the program’s direction.
4. Assure mechanisms and processes for excellent programme monitoring to allow effective management of deliverables and guarantee payment by results;
5. Within Programme Management Unit, assesses appropriate and effective methods to address the sector specific activities identified in project narrative;
6. Along with CRS implementing partners, engage with Woreda Water Offices to identify training gaps and use improved tools and job aids to provide health workers with counseling and negotiation skills;
7. Closely collaborate with quality and appropriateness of activities to achieve the target indicators in a cost-effective, timely, and sustainable manner;
8. Set budgets for the delivery of projects and monitors and ensures the financial viability and performance of each activity area accordingly;
9. Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources; and
10. Perform any other duties as assigned by the Programme Director.
Supervision:
Required Qualifications and Experience:
1. An advanced degree in a relevant field including social or natural sciences, with focus on water and/or sanitation or natural resource management. An advanced degree can be substituted with an additional 3 years of relevant experience;
2. Minimum 8 years demonstrated experience with USG, DFID, or other similar development projects focused on WASH, and Public Health engineering with strong understanding of the Ethiopian context;
3. Experience with project implementation oversight and budget management;
4. Experience with contract development and management or demonstrable experience of payment by results;
5. Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector;
6. Excellent verbal and written communication skills in both English and Amharic and knowledge of other local languages an asset;
7. Demonstrable experience in approaches to rural sanitation and/or substantive knowledge of internationally recognized best practices in improving water and sanitation outcomes as well as best practices undertaken in Ethiopia; and
8. Strong Microsoft Word and Excel skills.
