Save the Children, Ethiopia is inviting national potential consultants to conduct “Local Economic Development (LED) Assessment, Stakeholder mapping, Accountability mechanism, and reporting for Regional Development and Protection Program (RDPP)” in Awbare and Kabribayah woredas of Somali Regional State of Ethiopia.
The overall purpose of the study is to conduct an assessment on existing LED plans and mechanisms, on-going programmes targeting displaced people and those who are likely to irregularly migrate, and capacities of relevant local stakeholders through a migration and displacement lens. In addition to this; the study will identify technical capacity gaps on migration and displacement programming and management among relevant stakeholders engaged in development work, and develop capacity development plans for multi-stakeholders on related areas.
REQUIRED QUALIFICATION AND EXPERIENCE
Interested applicants are expected to meet the following minimum requirements:
§ Experienced consultancy firm with 10+ years of experience in implementing LED assessments
§ Consultancy firm with personal expertize of relevant RDPP sectors (WASH, Education, Livelihood, Energy, Protection and multi-stakeholder coordination)
§ Demonstrated senior level experience in the design, implementation and management of large-scale assessments, and evaluations in an international development context, including in fragile or conflict affected states.
§ Proven experience of planning, designing and implementing similar LED assessments funded by institutional donors.
§ Proven experience in designing and implementing quantitative and qualitative data collection methods, including but not limited to:
§ Expertise in relevant thematic areas and in-depth assessment experience in at least three of the relevant thematic areas- livelihood, WASH, education, energy, Justice and Multisector coordination. Ability to form and guide a team with required experience for all sectors.
§ Demonstrated experience of assessing national and/or regional level government capacity to deliver basic services.
§ In-depth knowledge of the Somali region of Ethiopia, including government and community level service delivery structures
§ Proven experience working in Somali region of Ethiopia; specifically, in implementing relevant assessments / evaluations in partnership with local government and/ or other stakeholders
§ Strong written, communication, and interpersonal skills in English, with substantial experience in training and managing multicultural teams; experience working with a consortia highly desirable.
