JOB TITLE: Technical Officer, Child Protection and Care

For the anticipated USAID project focusing on highly vulnerable children in Ethiopia, FHI 360 is seeking qualified candidate for the position of Child Protection and Care, Technical Officers to be based in Addis Ababa (One for Addis Ababa and one for Oromia Regional Office), Hawassa (1) and Bahir Dar (1).
Position Description
The Child Protection and Care, Technical Officers will provide guidance and oversight to LIPS and Regional Government in all technical aspects of the anticipated USAID project focusing on highly vulnerable children in Ethiopia. The officers will be responsible for the technical aspects of project implementation that relate to OVC, families and community, and ensure strong linkages with facility-level and other community level service delivery points. She/he reports directly to the Regional Manager and will advise and support LIPs project team in providing technical direction to project implementation and ensure the project meets stated goals, expected results and reporting requirements. She/he will take technical leadership role in coordination with Regional Government structures, LIPs, the community, and other stakeholders.
This position will coordinate closely with the Health & HIV and Economic Strengthening Technical Officers. She/he will be knowledgeable about evidence-based and state-of-the-art social service delivery approaches.
Accountabilities:
· Guide the coordination of various programming activities, promoting synergy between interventions and efforts of different partners – government, NGO, private sector, and other CSOs
· Leads systems strengthening efforts of local structures, community and other relevant stakeholders towards HVC care and support programing;
· Conduct ongoing supportive supervisions, quality assessments and monitoring and evaluation activities
· Develops detailed monthly, quarterly and annual technical work-plans for HVC care and support in implementation sites and participates in program evaluations and assessments.
· Lead the implementation of the OVC activities in a manner that all program components are delivered in an integrated manner, through a cascade strategy.
· Support LIPs and other stakeholders in capacity building activities with a strong focus in referral strengthening and basing government policies, strategies and services
· Works closely with LIPs in strengthening coordination of care system at regional and woreda levels including facilities, service providers and community structures.
· Ensure utilization of standard guidelines, tools and policies during CVC project intervention to result in quality and standard deliverables.
· Align all interventions with relevant key government policies, guidelines and frameworks
· Support teams to ensure relevant learning is documented, disseminated to staff and used to inform decisions
· Engaged in and support LIPs in identifying and establishing partnership with private sector for sustainable delivery of programming
· Support the development of work plans, budgets, reports and participate in project monitoring and evaluation
Minimum Requirements:
· Minimum of BA degree in Social Work, Sociology, and Social Sciences, Master’s Degree is preferable.
· Five years of experience implementing OVC programs in a development context
· Field experience in the prevention of HIV/AIDS with a focus on highly vulnerable children and their families.
· Demonstrated state-of the-art experience in at least three of the following areas: child protection, household economic strengthening, social protection, education, health and nutrition including HIV/AIDS care and support
· Minimum of three years demonstrated experience in managing, coordinating and supervising a team working with local community organizations, families and communities
· Demonstrated skills in implementation and reporting, preferably for PEPFAR/USG-funded programs
· Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, and other stakeholders, particularly at the regional level.
· Professional level of oral and written fluency in English language
· Strong writing skills about program activities, outcomes and impact
