Under the supervision of the Area Manager, the Adolescent RH Officer (AO) will oversee the planning and management of Adolescence and Youth program component of the Area Office. He/she provides technical leadership and support to all Youth Centers under the Area Office including the Youth focused programs the Area Office implements in partnership with public and private institutions. S/he is expected to introduce and effectively expand innovative approaches and ensure active participation of young people. S/he liaises with the Clinical Services Coordinator and service facilities. S/he will be responsible to liaising and capacitating public and private institutions and youth-led organizations to facilitate the availability, provision and access of young people to quality, integrated, need-based and gender-sensitive sexual and reproductive health information, counseling and services in line with approved standards and guidelines. S/he coordinates and provides support to the activities of the Youth Action Movement (YAM) in the Area Office ensuring that the management and activities of the Group align with the guidelines provided by IPPFARO. S/he works closely and harmoniously with relevant staff at all levels in the Association to ensure that program activities are implemented and reported in line with approved plan and on schedule.
A. RESPONSIBILITIES & TASKS :
1. Lead the design, planning and management and participate in monitoring and evaluating the Adolescent ARH and Youth Development programs of the Area Office, guiding it towards achieving pre-determined goals, objectives and targets;
2. Review and implement strategies for the repositioning of FGAE adolescent and youth program to make it innovative, interesting, result-based and responsive to young people with their active involve in the planning and implementation;
3. Provides technical leadership and support to all Youth Centers under the Area Office including the Youth focused programs the Area Office implements with partners;
4. Introduce and effectively expand innovative approaches to reach young people through public (Public Youth Centers, Universities, Health Centers, etc.) and private institutions;
5. Work with Area Office program management team to secure grants and local funding for FGAE adolescent and youth programs through proposal development and marketing and local fund raising;
6. Lead the design and the writing of the Adolescent and Youth section of the Annual Program Budget (APB), articulating strategies, activities, anticipated results, targets and performance indicators;
7. Participate in the monitoring of the use of budget for adolescent and youth programs to ensure value for money, accountability, transparency and cost effectiveness;
8. Prepares, maintains, reviews and submit program reports on the Adolescent and youth programs of FGAE (quarterly, half-yearly and annually) in line with approved guidelines and on schedule and contributing to the writing of FGAE annual reports and newsletter focusing on the adolescent and youth program area;
9. Set up and maintain an effective ARH program and record keeping system for adolescent and youth programs through effective documentation;
10. Works closely with other program and clinic staff to ensure that clients have access to high quality, integrated SRH services including, but not limited to, FP, HIV/AIDS prevention, STIs, CAC, other maternal health services;
11. Participate in program supervision and monitoring, providing technical assistance, ensuring excellence in program implementation and service delivery and documenting and using findings for planning, strategy review and decision making;
12. Technically contribute in the design of proven and promising, cohesive and comprehensive adolescent and youth program models that promote a healthy lifestyle for young people and make FGAE flagship of youth development in Ethiopia;
13. Work with clinical services unit and partner institutions to review and develop guidelines and standards for management of youth friendly centers in line with nationally approved standards for use at all FGAE youth Centers;
14. Support the strengthening, development and management of clinical systems related to youth friendly service scale-up, including information, adherence and referral support;
15. Liaise with other work units including Clinical Services Units to agree on strategies and actions for integrating youth-friendly services into existing and emerging public and private health facilities (where possible) and providing all the resources required for service provision to young people;
16. Providing technical guidance to the Executive Committee of the Youth Action Movement (YAM) as well as developing their leadership skills, confidence building, self esteem through training, technical assistance, mentoring and coaching;
17. Prepare project implementation plan and closely follow up the progress of all implementing units of the ARH program under the Area Office to ensuring achievement of set targets and overall results;
18. Provide leadership to the implementation of various Adolescent and Youth development and related projects of FGAE in respective Area Office within the defined budget limit and timeframe;
19. Participate in the design and conduct of research activities and survey on adolescent and youth development issues for knowledge gathering to inform or improve program design, planning, management and decision making;
20. Provide information to staff and young volunteers on available opportunities for grants, scholarships, training, conferences, seminars and workshops nationally and internationally on adolescents and youth development to enable the Area Office explore and access such opportunities;
21. Collaborate with key stakeholders including RHBs, RWC&YABs, Education Bureaus, HAPCO etc, professional associations and others funded programs to advance the country’s youth and adolescent sexual and reproductive health agenda;
22. Working with all Work Units in the Area Office to effectively plan and implement adolescent and youth programs of FGAE ensuring quality delivery of activities and achievement of set targets;
23. Contribute to the development of annual work plans, training plans and organization’s annual budget in line with set guidelines and on schedule;
24. Organize periodic review of program and budget performance to review progress against deliverables and build consensus on achieving improvement in implementation and achieving results;
25. Perform any other duties as assigned by the Area Manager.
Job Requirement
BSC -Public Health, Nursing and related studies
5 years after graduation, shall posses an experience in similar position in an NGO or a donor funded project
DESIRED:
• Project design and proposal development experience
• Clinical experience in ARH programs may be an added advantage;
• Knowledge of current issues in Adolescent and Youth program;
