Job Purpose:
Ø To manage and direct all water and Infrastructure development projects to attain maximum benefit for the intended program beneficiaries.
Ø To plan, design and Implement various water and infrastructure development projects with the best satisfaction of the community without compromising the desired quality and service value.
Ø To provide the required expertise for partners so as to attain the mutual objective with the best satisfaction of Concern, partner organization and the community
Main Duties & Responsibilities:
Project Design and implementation
Ø Prepare detail designs for new planned Water and Infrastructure civil works with consultation of line managers and department staffs
Ø Enthusiastically involve in any multidisciplinary study team that require respective expertise.
Ø Undertake technical and financial planning liaises with the relevant departments
Ø Responsible to prepare bid and contractual documents based on the construction guideline avail be the organization
Ø Conduct and compile base line data appropriate to the department
Ø Promote and ensure community participation and initiatives through all possible methodologies in all project phases
Ø Manage all Water and Infrastructure project resources based on the system laid by the organization.
Ø Direct and support subordinates on major engineering works
Ø Train and coach subordinate staffs (WASH out reach workers) to excel on their work based the planned activities.
Ø Manage the hardware and software parts of the project based on the frameworks set by the organization
Ø Provide the required expertise for partner organization (if required)
Ø Facilitate and perform handing over of completed project to direct beneficiaries through respected line offices
Ø Ensure that the planned activities are performed with in the given time frame and budget allocated while respecting the quality aspects
Ø Organize the mobilization of the required amount of construction materials and human resources prior to the project execution
Ø Respect role of government line departments in all project phases
Ø Responsible to support, assist and follow up on contract procedures and processes on construction based on a given detail plans or specifications
Ø Responsible to check payment certificate/documents of contractual works as per the terms of agreement engaged with to be ready for agreement.
Financial Management
Under the guidance of CPAMA program manager:
Ø Participate on the preparation of detailed project budgets and budget revisions
Ø Perform float holding role as per the financial regulation and holding capacity approved by line manager
Ø Responsible for ensuring proper, efficient and timely utilization of allocated program/project budget, including purchasing of quality construction materials;
Ø Responsible to control the budget allocated to the sector and ensure that activities are implemented according to quality required and agreed plans.
HR
Ø Properly manage and administer as well as guide staff (WASH outreach workers) under the supervision of WASH SPO.
Ø Provide technical and supervision support or coach field staffs under his/her supervision to build their capacity to perform their assigned roles and responsibilities;
Ø Prepare and conduct trainings for employees of Concern and key stakeholders that involve in the project design, implementation, M & E;
Ø Work closely with good team sprit with other staff;
Ø Aware, follow and take actions on the implementation of P4 related to contractors and their personnel
Ø Prepare and review PDR for staff regularly as per Concern Worldwide HR manual.
Ø Perform any other task as assigned by the management
Reporting
Networking
Ø Create appropriate linkage; working procedures and information sharing with different Concern’s program staff and external stakeholders.
Ø Integrate the WASH project with other sectors of the program staff and concerned stakeholders;
Ø Establish strong linkage and collaboration with Woreda water development Office in the implementation of WASH project activities.
Monitoring & Evaluation
Ø Undertake Monitoring and Evaluation of Water and Infrastructure projects based on the M&E formats developed by Concern
Ø Facilitate and participate agreed monitoring sessions in the implementation of WASH Sector
Ø Document learning from implemented projects and share for others across the organization
Ø Conduct and document annual learning reviews;
Mainstreaming
Ø Design and create appropriate methods/ways and implement to mainstream all cross cutting issues like Accountability, gender, inequality, HIV/AIDS, DRR in line with Concern Worldwide – Ethiopia guideline.
Ø Ensure that all cross cutting issues like accountability, gender, inequality, HIV/AIDS, DRR, are mainstreamed in the implementation of WASH activity;
Ø Aware and provide appropriate technical support to WASH staff under her/his supervision in mainstreaming of all cross cutting issues in the implementation of WASH activity.
Ø Responsible to create awareness for project contractors and other workers on P4 and other organizational code of conduct
Required qualifications and Experience:
QUALIFICATIONS AND EXPERIENCE
Ø Bachelor’s degree in the field of civil, hydraulics, irrigation, water resources or any water related engineering disciplines, or any other relevant fields of study
Ø At least five years of experience at increasing capacities in the WASH sector; of which three years in an NGO setting related to rural water supply
Ø Relevant skill in computer application and graphic and engineering software packages (MS Offices and auto CAD…).
Ø Practical experiences in planning and managing community and institutional infrastructure and WASH interventions in development and emergency contexts
Ø Experience in designing and constructing community level water and public infrastructure facilities
Ø Experience working on gender sensitive and disability inclusive designs
Ø Ability to work well within a team and take responsibility to deliver results.
Ø Excellent interpersonal, communication and presentation skills
Ø Ability and willingness to live and work in harsh and difficult physical conditions in an area of potential insecurity.
Ø Capacity to work & build strong relationships with Partners, local government offices;
Ø Demonstrated experience supervising construction projects, preparing supervision reports
Ø Self-driven and result oriented
Ø Fluency in English and Amharic, both verbal and written
