ROLE PURPOSE:
The Oromia region Zonal Coordinator in North Showa, Bale, Wollega, Illu Abbabore, West Wollega and Buno Bedele for the READ CO project is principally responsible for providing day-to-day oversight, quality assurance and technical assistance for woredas and community level activities and the project’s coordination and partnership with the Zonal Education Offices (ZEOs) and Woreda Education Offices (WEOs) as well as with other local government partners. Reporting to the READ-CO Oromia Regional Program Manager. S/he will lead and coordinate the implementation team of community outreach officers. S/he will be responsible for the successful, timely implementation and monitoring of the READ CO implementation plan in the zone in coordination with zonal and Woreda government partners. S/he will lead the Zonal level READ CO team in developing quarterly and monthly plans according to the budget, and feeding into READ CO regional level planning and reporting processes.
SCOPE OF ROLE:
Reports to: Oromia Regional Program Manager, READ CO
Coordinates with: Reading Materials Specialist, MEAL Coordinator, MEAL Officer, Admin and Finance Officer, Community Outreach Officers and government partners.
Number of direct reports: 30 (5 COOs for North Showa, 8 COOs for Bale, 9 COOs for West Wollega, 5 COOs for Illu Abbabore, and 3 COOs for Buno Bedele)
KEY AREAS OF ACCOUNTABILITY:
Project-implementation and monitoring
Coordinate the zonal level execution of the READ CO annual implementation plan in Oromia region in the targeted zone, in cooperation with the ZEDs, WEOs and other stakeholders.
Ensure the zonal level programming targets are being met, and report discrepancies and changes up to the Regional Program Manager.
Prepare quarterly and monthly plans, aligned with allocated budget and programming targets.
Ensure Zonal level responsibilities execute in line with regional office expectations and schedules.
Support the development of Zonal communication plan for community outreach, supporting outreach to media partners
Identify opportunities for public-private partnerships.
Partnership with ZEOs and WEOs and other Zonal and Local Stakeholders
Lead relationship building with Zonal leadership.
Support team to conduct orientations and trainings of ZEDs, WEOs and cluster level staff.
Support and provide technical assistance to Zonal community outreach strategy development
Coordinate Provide technical support for Sustainability of community outreach model
Team management and supervision
Follow up and provide support to Community Outreach Officers in implementation of project activities.
Supervise the activities of the Community Outreach Officers.
Project deliverables including regular program reporting and annual work plan development
Participate in annual work plan development, developing zonal work plans in conjunction with zonal and woreda stakeholders.
Provide inputs into regular reporting on the project progress and success related to areas of responsibility, to be incorporated into project reports.

QUALIFICATIONS AND EXPERIENCE
Essential
Bachelor’s degree in Educational Leadership and Planning or related field, and minimum 5 years’ working experience
Experience working on donor-funded education projects in a management role
Experience leading and overseeing teams of field-based staff
Experience supporting community mobilization projects and/or projects targeting community and school level stakeholders
Demonstrated ability to work successfully with ZEDs and woreda level government partners and stakeholders.
Fluent in speaking, reading, and writing English, Afaan Oromo and Amharic.
Desirable
Master’s degree in Educational Leadership or related field experience working in Regional and Zonal level government education offices
