1. Position Title: Specialist, Human Resource Administration
Duty Station:-Addis Ababa
Availability:-As soon as possible
Job Purpose:- to advice and actively participate in the development of human resource administration policy, procedure and program and deal with a wide range of human resource administration issues in consistent and professional manner; to prepare staff payroll process, resignation process and prepare termination related payments and facilitate different deductibles, resignation process and related benefits and timely prepare staff payroll based on the required standards; and to participate in human resource benefit administration, recruitment and induction, performance management, learning and development and HROD activities.
DUTIES &RESPONSIBILITIES
· Actively participates in the development and revision of human resource administration policy, procedure and guideline; actively participate in organizing and coordinating of the overall activities of Human Resources Administration Division;
· Maintains and updates employee movement records including new employment, transfer, promotion, suspension or termination, resignation of employee; contract renewal ;update records of deductibles from staff emanating from loans, fines, credit association contributions, absences, court orders; monitors and tracks employee suspension, notice for termination of contract of employment; maintain timesheet records and reconciles payroll data accordingly;
· Checks, verifies and confirms that all staff related payment requests are made in compliance with approved working procedures and budget, completeness of payment supporting documents evidences, accuracy of figures, proper signing of payment related forms, etc. and process payroll for Head Office and Regional Trading Centres regular and contract staff; prepares bonus, merit increments, salary and benefit adjustments and back pay adjustments, resignation/termination related payments, severance payment;
· Compiles and process employee income tax, pension contribution, cost sharing, employee credit association contributions and loan repayments and other deductions payments to the concerned organs;
· Prepares various HR related letters/memos/contracts such as to whom it may concern, resignation acceptance, work certificates, letter to embassy, guarantors letter, letter to various organizations; acting assignment letter, contract preparation and renewal agreement, contract termination and different testimonial latters requested by the staff;
· Ensures that the HR Policy and relevant rules and regulations pertaining to employees are adhered to;
· Analyses Employee Relations cases while demonstrating an understanding of labour legislation and gives a recommendation to the HR Admin Manager;
· Participates and supports preparation of Exchange-wide annual plan, budget, financial report consolidation and compensation, benefits and staff opinion survey;
· Participates in other human resource management activities and initiatives including recruitment, Performance management and learning and development, closely works with the Treasury and Budget Control Division in staff payroll and benefit payment processes and issues;
· Produce periodic statistical and narrative reports;
· Performs other related duties assigned by the immediate supervisor.
· BA/MBA/MA in Management, Business Management, Human resource Management, HROD and related fields.
· 4 years for BA and 2 years for MA/MBA in HR Administration and related of which 1 year experience in payroll and employee relation
Required Skill:
· Basic computer skills (MS word, Excel and Access),HRIS operating skill ,Data analyses and report writing ,Communication and employee relation skill
· Basic knowledge of labour law, pension contribution proclamations and other employee related legislations/laws.
