BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The interventions are part of the GTP II Agricultural Transformation Agenda, and are overseen by the Agricultural Transformation Council chaired by the Prime Minister.
ATA is supporting the placement of a Delivery Unit in the Ministry of Agriculture and Natural Resources (MoANR) to support the Ministry’s efforts to further strengthen its coordination and implementation activities. Delivery Units (DUs) have been successfully introduced in over 20 countries including recently in Ethiopia, to enhance and accelerate implementation for high-priority government initiatives. DUs are therefore fundamentally program management offices mandated to work in partnership with existing institutions to ensure effective delivery in critical areas. The MoANR Delivery Unit will focus specifically on GTP II Agricultural Transformation Agenda activities for which the Ministry is the primary owner and accountable institution in the agriculture sector, and will be jointly overseen by MoANR and the ATA senior management through the end of GTP II.
The Delivery Unit will be active in a number of key areas:
POSITION SUMMARY:
The Operations Officer mainly focuses on administrative and operational support to the Delivery Unit Coordinator and to rest of the DU Team of approximately 20 staff, and contributes to ensuring the best use of organizational resources to achieve the team’s goals. He/she reports to and provides general administrative support to the DU Coordinator, and is also responsible for supporting the broader team in terms of administrative support, office management, transport booking and vehicle management, and acting as a liaison to ATA and MoANR Operations Teams.
Candidates for this role must therefore bring an entrepreneurial, can-do attitude, and enjoy working in a fast paced organization that is mission and results driven. He/she will have expertise with basic and advanced administrative functions and processes, including creating and implementing new administrative processes. The ideal individual will demonstrate strong attention to detail, and excellent written and verbal communication, administrative, problem solving and project coordination skills. He/she will also have the ability to exercise good judgment in a variety of situations, multitask and work under pressure and competing priorities.
ESSENTIAL DUTIES:
o Support to the DU Coordinator including:
o Arranging calls and meetings
o Schedule management
o Drafting meeting minutes, memorandums and communications
o Compiling reports and presentations
o Supporting team budgeting and planning
o Completing expense forms
o Handling other high-priority ad hoc requests
· Support to the broader team including:
o Scheduling meetings and events
o Managing the office area including seating, internet connectivity, printers and other equipment, knowledge management, and stationary supplies
o Coordinate transport booking and fleet management of vehicles
o Facilitating finance, procurement, logistics and HR processes through ATA’s web-based Enterprise Resource Planning system and by working closely with the relevant ATA and MoANR Operations Teams
REQUIRED QUALIFICATIONS:
· Bachelor's Degree in business administration, management, social sciences, or any other field
· At least 3 years of relevant experience in a corporate or development agency setting as a program assistant, administrative assistant or other similar role
· Specific experience supporting program, project and team coordination and management
· Specific experience with transport booking and fleet management, and facilitating or acting as a liaison for finance, procurement, logistics and HR processes
· Excellent interpersonal, written and oral communication skills
· Proven ability to effectively prioritize workflow
· Confident self-starter, self-motivated and shows strong ownership and initiative
· Proficient in Microsoft Outlook, Word, PowerPoint, Excel and other commonly used software
· High standards of ethics and confidentiality to handle sensitive information
