The Emergency Nutritionist will provide technical support to ensure all emergency nutrition response projects adhere to national and international guidelines; all project activities are conducted as outlined in the detailed implementation plans; and reports are timely and meet Concern’s, UN and various Donors’ specifications and standards. The position will require frequent field support visits to set up, train and support project staff during emergency response interventions in several regions of the country. The post holder will also represent Concern on key federal and regional task forces and key technical working groups at federal level.
Major Duties & Responsibilities
Project design
Ø Support the field team to execute high quality assessments of the needs on the ground when woredas are flagged as hot spot/priority one woredas.
Ø Collaborate with the ACD, Health and Nutrition Coordinator and the Emergency Response Coordinator to develop new emergency nutrition response projects, providing technical input during the development of concept notes and proposals and the detailed budget preparation and drafting all nutrition response project proposals.
Ø Participate as required in Concern’s nutrition surveys and quality assessments, coverage surveys, etc.
Project Implementation
Ø Support the recruitment of new project staff as required, developing job descriptions and collaborating with the HN coordinator.
Ø Ensure that the emergency nutrition response project activities and budget expenditure adhere to the Projects’ Detailed Implementation Plans, M&E strategy and project budget as agreed.
Ø Develop activity and technical support plans to strengthen project implementation as required in light of routine and periodic monitoring and evaluation feedback.
Ø Bring on board new and innovative initiatives to strengthen the project approach in line with the HN department direction.
Ø Collaborate closely with the Health and Nutrition Coordinator and Emergency Programme Coordinator to ensure regular updates and transparent flow of information and support is maintained in all emergency response interventions.
Monitoring & Evaluation
Ø Facilitate information sharing and lessons learned in emergency nutrition response interventions taking lead in review meetings/ regional workshops, experience sharing visits and documentation of project learning.
Reporting
Ø Ensure all final versions of reports meet Concern, UN and Donors’ specifications and are submitted to the Health and Nutrition Department as per an agreed timeline.
Capacity Building
Ø Support project managers to prepare zero drafts of reports, and proposals to enhance capacity in documentation at field level.
Networking and Representing
Ø Represent Concern at various national level fora – in particular the DRMFSS/ENCU meetings at National level and periodically at Regional level; and in selected technical working groups at National level.
Provide first line response in rapid onset emergencies
Ø In case of rapid onset emergency be prepared to lead in initial response start up (from recruitment support to training and set up support)
Perform other duties appropriate to the position and/or assigned by the line manager
Person Specification
Essential:
· BSc in nutrition / health related discipline with least 5 years’ experience of nutrition programming in both a development and emergency context.
· Profound knowledge and experience of the CMAM (Community Management of Acute Malnutrition) approach for treatment of malnutrition in both refugee and host community contexts.
· Expertise in nutrition surveys using SMART methodology and contemporary coverage assessment methodologies.
· Expertise in managing, analysing and reporting nutrition data generated by CMAM to support field based project managers.
· Experience in mentoring and training staff for building capacity building and of working with / supporting government institutions.
· Excellent analytical, monitoring and evaluation skills and the ability to write good quality reports in English.
· Good networking, representation and coordination skills– NGOs, UN and government agencies.
· Flexible, reliable, culturally sensitive and with the ability to work in teams/ isolated situation and stressful environments and under pressure meeting deadlines.
· Initiative and be able to work with minimal supervision.
Desirable
· Masters level degree in nutrition/ nursing or health related discipline.
