Background
Under the overall supervision of the Migration Management Programme Coordinator and the direct supervision of the IOM Ethiopia EUTF funded projects’ Project Manager, the incumbent will oversee the implementation, monitoring and reporting of the EU funded projects: ‘Better Migration Management (BMM)’ (components implemented by IOM) and ‘Facility on Sustainable and Dignified Return and Reintegration in support of the Khartoum Process’ in Ethiopia. To this end, the incumbent will spearhead project planning, implementation of project activities, monitoring of progress, implementation of such other initiatives aimed at facilitating effective project implementation, data & knowledge management, government liaison, donor liaison/reporting, and visibility.
In particular, he/she will:
Core Functions / Responsibilities:
1. Manage the implementation of the above mentioned EU funded project activities in Ethiopia aimed at contributing to improvement of migration management by addressing trafficking and smuggling of migrants and facilitating orderly, safe, regular and responsible migration management through the development and implementation of rights-based, development-focused and sustainable return and reintegration policies and processes in accordance with the project proposal, budget and other relevant project documents;
2. Supervise project staff and consultants involved in the implementation of the abovementioned projects, ensuring responsibility is appropriately delegated and helping to build relevant internal capacities;
3. Identify and follow up with national and international experts and consultants related to the projects’, including organizing travel plans and schedules, drafting ToRs for trainings or assessments, following up and monitoring deliverables expected from the experts/consultants;
4. Update reporting and monitoring tools to keep track of project activities and ensure that all relevant documentation is produced and made available upon request;
5. Provide input to and draft project progress and final reports, ensure proper information exchange on all operational aspects of the programme between IOM, donors and other project counterparts.
6. Establish and maintain relationships with national and international, governmental and non-governmental partners and counterparts relevant for the implementation of the project activities.
7. Assist the Migration Management Unit (MMU) Programme Coordinator and CT/AVRR Project Manager to plan, manage and monitor IOM’s CT programmatic activities, including activities to be carried out under the abovementioned projects, with a focus on human trafficking and irregular migration in Ethiopia and in coordination with other Mission Units/Divisions activities, in accordance with IOM standards and procedures as well as donor requirements.
8. Assist the MMU Programme Coordinator in devising and developing programmes and projects aimed at raising awareness of population at risk and enhancing the knowledge and skills of relevant stakeholders/actors, in response to actual need for preventing irregular migration and human trafficking, promoting safe migration, the protection of migrants and victims of trafficking, prosecution of perpetrators, and improving immigration and border management;
9. Identify new programme/project possibilities consistent with expressed Government needs and other relevant partners, IOM’s mandate and strategy in Ethiopia; contribute to drafting the pertaining concept notes and project proposals;
10. Managing tailored research, analysis and assessments pertaining to MMU’s thematic areas of responsibility;
11. Keep constant relationships and coordination with other Mission Units/Divisions programmes/projects, ensuring complementarity and consistency of both programmes;
12. Represent IOM at relevant seminars and meetings with counterparts, as well as other events aimed at promoting IOM's image and activities as requested and delegated;
13. Undertake regular field and site visits and duty travel to monitor progress of activities and develop new project activities and complementary components as required.
14. Perform such other duties as may be assigned.
