Background
Under the general supervision of the Emergency and Post-Crisis (EPC) Programme Coordinator and the direct supervision of the Shelter / NFI Project Manager, the Senior Program Assistant (ES/NFI) will be responsible for carrying out duties related to Emergency Shelter/Non-Food Item emergency response.
Core Functions / Responsibilities:
1. Conduct ES/NFI distributions, field assessments and monitoring missions in various regions and make recommendations for appropriate ES/NFIs assistance to target communities and beneficiaries considering humanitarian standards, cluster guidelines, and cultural norms and practices.
2. Provide technical oversight to EPC field staff to ensure that established guidelines for ES/NFI response to Internally Displaced Persons (IDPs’) during needs assessment, registration and distribution are implemented.
3. Coordinate with field staff to provide regular updates and reporting on ES/NFI distributed with disaggregated data for respective grants/funding source ensuring appropriate documentation is in place regarding distribution lists and beneficiaries.
4. Support EPC program coordinator on ES/NFI cluster coordination mechanisms including maintaining accurate stock and distribution information, supporting logistics and identifying gaps in ES/NFI preparedness and response at federal and region level.
5. Liaise with relevant government and NGO/UN agency partners when appropriate with EPC projects (including relevant coordination forums), specifically with National Disaster Risk Management Commission (NDRMC), regional Disaster prevention and preparedness bureaus (DPPB), and ES/NFI cluster partner agencies.
6. Identify programme material needs and coordinate with the logistics/procurement team to establish a procurement plan for each project.
7. Maintain record of ES/NFI procurement and prepositioning with respect to each grants/ funding source.
8. Provide input to EPC project development and contribute to the overall planning, roll-out and management of the programme including reporting and budgeting with a specific focus on ES/NFI activities.
9. Support EPC Protection Enhanced Displacement Tracking Matrix (PEDTM) activities and data collection missions as required.
10. Perform such other duties as may be assigned by the Head of Mission/Supervisor.
