ROLE PURPOSE:
The Construction supervisor is responsible to assist the construction and infrastructure team of SCI in general, project manager and make sure that school constructions, latrines as well as water works are up to the standard of SCI quality benchmarks in order to improve quality of education & health service delivery for the children. He/she is expected to have sound experience and knowledge on design, supervision and contract administration of schools, latrine construction and water supply and sanitation facilities. The position involves regular trips to and supervision of all construction works at targeted sites. As part of the assignment, he/she is expected to design appropriate technologies (economical, durable and manageable scheme), adhere to agreed construction methodologies and standards and mobilize community and local authorities to participate in the construction from the planning through the construction phases. S/he is expected to liaise with communities, local authorities and other agencies regularly to ensure coordination and effective quality construction implementation of activities.

Dimensions: Save the Children works in all regions in Ethiopia with a current staff complement of approximately -- staff and current expenditure of approximately $90+ million each year.

KEY AREAS OF ACCOUNTABILITY:
· Prepares engineering design, bills of quantities and cost estimates of infrastructures and develops monitoring and supervision methodologies
· Follow the progress of the construction through checking contractors are acting as per the agreed work schedule to accomplish the construction work on time.
· Participates in construction bid openings, registration and recording of readings
· Conducts construction site handing over, make regular supervision to all construction project sites and evaluates the progress
· Under the supervision of the project coordinator, handles overall administration of construction projects
· Monitors the quality of materials and workmanship for conformity to agreed standards
· Initiates and facilitated payments to contractors and own force works
· Taking responsibilities for the construction work and administration of the contract.
· Prepares technical and narrative reports on progress of construction undertakings upon agreed intervals
· Liaises with communities, local authorities and other agencies regularly to ensure participation and coordination and effective implementation of activities
· Identifies and facilitates procurement of materials and implementation of any own-force activities as required
· Prepares performance certificate; handing over notes; and final reports
· Perform any other duties assigned by the supervisor
QUALIFICATIONS AND EXPERIENCE
Essential
· Bachelor of BSc civil engineer or related fields
· Minimum 3-year relevant experience
Desirable
· Familiarity with community mobilization, development and participatory approach
· Technical background and knowledge in construction management and demonstrated work experience in designing, construction and supervision of public infrastructure like Schools, Early Childhood Care and development/ECCD/ centres, latrines, water supply and sanitation facilities
· Computer literate and operational knowledge of MS office, knowledge of Engineering-Software (AutoCAD) is a plus
· Excellent oral and written English skills
