Objective: The purpose of the Advisor- Infrastructure/Construction is to lead construction designs, tender document preparations and ensure quality implementation as per the specification and guidelines for the Development Food Security Activity (DFSA). The position holder guides and advises field based construction supervisors to provide up to standard technical support to all project construction activities including WASH, health, warehouses, all PSNP capital projects and public works in the intervention woredas. S/he collaborates with DFSA WASH advisor, other concerned staffs and WASH unit of CARE Ethiopia to support implementation of overall WASH infrastructure strategy for the country office.
RESPONSIBILITIES AND TASKS:
Planning, Implementation, Design and Development
§ Ensures proper planning of infrastructure activities as per the approved Pipeline Resource Estimation Proposal (PREP)
§ Ensures appropriate environmental mitigation measures are integrated with all infrastructure works;
§ Advises selection of appropriate, low cost, and site specific technologies;
§ Provides high level leadership in preparation of designs, drawings, and materials specifications;
§ Ensures construction works are accomplished with high quality, minimum cost and friendly for use;
Supervision, Capacity Building and Technical Support
§ Conducts regular field supervision and provide technical support at project zones, woredas and sites;
§ Builds the capacity of partners to ensure quality delivery and schemes sustainability;
· Regular inspects constructions to ensure compliance with design, specifications, and standards;
· Follow-up timeliness of the payments to contractors, quarterly reports and regular progress updates;
§ Ensures construction materials are properly used and timely material use reports produced;
§ Ensures full engagement of government partners in project management and reporting.
Learning, reporting and documentation
§ Promotes and supports innovative approaches;
§ Captures learning from the success of others and apply to implementation areas as appropriate;
§ Keeps up to date with developments in the infrastructure sector, including best practice examples in-country and internationally, and ensures ongoing personal development and learning;
§ Ensures communication and dissemination of success stories and lessons to supervisees and peers;
§ Ensures proper documentation of project documents, MOUs, outputs, lessons and assessments;
Networking and Representation
§ Networks with government and NGOs working in infrastructure developments to explore partnership opportunities;
QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
§ BSc. in Civil Engineering, Agricultural Engineering or equivalent combination of education and work experience.
B) EXPERIENCE
Required:
§ A minimum of five years of experience working in infrastructure development supervision works including WASH.
Desired:
§ Good INGO experience in construction supervision
