Background
STEM (2017-2022) is a Global Affairs Canada–funded project which aims to increase the number of Ethiopian men and women with relevant skills and qualifications for work in the mining sector as part of the country’s National Growth and Development Plan (2016-2020). The project’s goals are to strengthen university and technical vocational institution’s capacity to produce skilled and qualified graduates that have relevant technical and environmental skills and knowledge for the mining sector; to improve the instructional capacity of university/TVET instructors; and to ensure that community members, especially women living in and around mining sites have the appropriate skills and abilities to benefit from employment opportunities resulting from mining activities.
Project and contract period
The STEM project runs from December 2016 to April 2022. The position is a full-time, five-year position to be renewed annually, and to start immediately.
Scope of Work
The Gender Equality Specialist is a key member of the project team. Along with the Canadian-based Gender Equality Advisor, the Gender Equality Specialist will implement the STEM gender equality strategy by providing support and technical advice to the project management team and key stakeholders. The local Gender Equality Specialist (GES) will work closely with named gender focal persons within the four selected universities and other partner institutions to implement planned activities. S/he will gather intelligence and assist the Team in situating and contextualizing gender within the STEM project context. In particular, the GES will contribute to a robust understanding of the specific gender issues existing within the education and mining sectors. The GES will contribute to understanding and analysis of gender issues within TVET and higher education institutions, communities in and around mining sites, barriers to employability in mining related jobs, all set within the wider socio-cultural context for gender in Ethiopia.
Scope of Work
The TVET program component is intended to “increase relevant technical, vocational and employment skills by local community members, especially women, in communities around mine sites and in the mining sector”. The STEM project will work with selected TVET institutions to design and develop occupational standards and curriculum for mining programs, and to offer employability skills training aimed at local communities, especially women living in and around mine sites.
The TVET Specialist is a subject matter specialist in the area of technical vocational mining program development and delivery as well as designing programs to improve the employability of local community members, especially women living in and around mine sites. The work of the STEM TVET Specialist will support the Government of Ethiopia to achieve its national development policy objectives and plans (GTP2, ESDP V, TVET Strategy 2008) as they pertain to the mining sector. The TVET Specialist will be a member of the STEM Project Team and will work closely with the other Canadian and Ethiopian professionals to deliver project outputs and outcomes.
General Responsibilities
The TVET Specialist will report directly to the TVET Technical Expert, and is supported by Canadian-based administrators, as required. This includes but is not limited to a review of existing occupational standards for mining programs, a needs-based assessment of library and laboratory resources and facilities, institutional capacity building of TVET institutions to train and deliver mining programs, and development of targeted skills-development and employability courses to communities, especially women living in and around mine sites.
