JSI currently seeks dynamic and highly experienced candidates for multiple positions for a USAID-funded HIV Key and Priority Populations Project in Ethiopia. The project will focus on identifying key and priority populations and providing HIV prevention and treatment services and linking with community- and facility-based HIV services across the clinical cascade. Should JSI be the successful bidder, this will be a full-time position based in Ethiopia.
Duties and Responsibilities:
Liaise with relevant advisers on health related strategic information for activities related to strengthening the ability of community based organizations and other community groups to monitor, document and analyze the performance of community based health services as a basis for accountability, advocacy and policy activities and ensuring standards and quality of care;
Provide technical guidance and support to sub-awards on the monitoring and evaluation system design and implementation of effective HIV and AIDS services for key and priority populations;
Collaborate with government health information technology teams to work toward an agreement on health information system platform(s) that community partners can use to make data reporting compatible with the national health information system;
Work with host government on data collection and reporting activities at the community level and review and adapt tools and create standardized tools and indicators to measure community based interventions that capture relevant outcomes.
Master’s Degree in epidemiology, monitoring & evaluation, demography, biostatistics, statistics, or a related field is required;
At least 8 years of work experience in establishing/designing M&E systems and tools and managing data intensive programs preferably in health programs is required;
Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators is required;
Knowledge of M&E and data quality management related to HIV/AIDS programs is required;
Demonstrated experience and knowledge in HIV/AIDS programs to provide support and guidance to project staff on design, monitoring and evaluation is highly desirable;
Demonstrated experience in use of data for decision making is highly desirable;
Demonstrated capacity to coordinate and implement evaluations, operational researches, surveys and surveillances, including experience developing terms of reference, recruiting, training, and managing a diverse team is highly desirable;
Demonstrated knowledge of PEPFAR, USAID and GOE monitoring and evaluation and quality management processes and systems is essential and required.
