Consultant for Coordination and Governance Assessment
Reports to: Consortium Manager-Addis Ababa (technical: M&E Coordinator-Cons)
Duty station: Dollo Field Office (Addis for reporting & preliminary work)
Travel: 100%
Duration and type of contract: 20 working days Contract (including travel days to Dollo Ado and Bokol Mayo woredas & Refugee Camps)
Role and responsibilities
The overall role/responsibility of this consultancy is to lead a Coordination and Governance Assessment under RDPP in Dollo where findings to better understand the current coordination platforms and their effectiveness, and to assess the capacity of local governance actors in providing coordination in the field (in both host and refugee camp settings.) As part of the DISCO programme, the consortium intends to work closely with ARRA, the Woreda offices and humanitarian agencies in the region to support them in improving the effectiveness of coordination platforms, with a particular focus on better integrating coordination between actors supporting refugees and those supporting host communities and IDPs.
Specific Responsibilities
The following are the specific responsibilities expected of the Consultant:
1. Develop qualitative and /or quantitative assessment tools for data collection addressing focus areas defined in the ToRs
2. Lead the overall data collection process that using methodology defined in the ToRs
3. Training and supervision of Enumerators identified by NRC during data collection
4. Assessment data processing which includes data capturing, cleaning and analysis
5. PowerPoint presentation of the draft report to consortium members on the findings
6. Preparation of final report documenting the findings and key recommendations for NRC
Professional competencies for this position:
· At least advanced degree in International Development, Social Sciences, Statistics, Community Development, Development Studies, Local Government, Mixed Migration and any other related field
· At least 7 years’ experience in conducting assessments for complex projects such as emergency response, migration, livelihood, education, health and nutrition, water and sanitation and hygiene being implemented by non-governmental and private sector actors (see the ToR)
· An understanding and demonstrable experience of humanitarian coordination (the Refugee Coordination Model or Cluster System) or demonstrable relevant experience in stakeholder mapping and capacity assessment
· Technical expertise in assessing issues of migration and the ability to draw strong and valid conclusions.
· Excellent communication and report writing skills.
· Excellent leadership and management skills
· Fluency in English, both written and verbal
