ROLE PURPOSE:
Save the Children, on behalf of a consortium made up of three other NGO partners, is seeking an experienced and innovative Project Director based in Addis Ababa, Ethiopia for an anticipated DFID funded migration project that will address irregular migration from and through Ethiopia. The position holder is expected to be a highly qualified professional with strong experience in displacement programming as well as DFID contract management.
The Project Director is responsible for providing leadership, strategic direction and operational management of the project, with direct accountability to the donor and consortium partners. Specifically, this includes satisfying all contractual obligations to ensure work is delivered on time and within budget, monitoring and evaluation of the technical assistance provided.

Key external relationships: The Project Director will be responsible for the overall management and implementation of a multi-year migration project, and provide leadership for the project consortium in the coordination of project activities among a diverse group of stakeholders, including the donor, consortium partners, government and non-government agencies and beneficiaries
KEY AREAS OF ACCOUNTABILITY:
· Manage and lead project related strategic liaison with in-country government, donors, and consortium partners. Manage relationships to ensure ongoing project performance and technical quality assurance.
· Identify and effectively manage all key risks related to the project and proactively address any issues which may hinder effective project delivery
· Oversee the expenditures within budgets in accordance with all relevant policies and procedures including ensuring the effective implementation of payment by result modality.
· Ensure that value for money can be effectively demonstrated to the donor
· Actively coordinate with the Program Implementation and Program Development and Quality teams to ensure the project is linked with and contributing to the overall country platform.
· Design and implement national staff development plans to build national staff capacity
· Lead and supervise the inception phase activities including providing strategic direction to the normative research and design activities.
· Ensure the programme meets or exceeds agreed targets. To include reviewing cross-partner programme performance data and programme management arrangements on a monthly basis, identifying and agreeing residual actions, mitigation activities and influencing consortium partners to ensure partner performance is maintained.
· Lead and work closely with the consortium’s steering committee made up of consortium partners to ensure that each partner delivers their parts of the project.
· Proactive identification of technical support requirements for all areas of the programme. This will include, but will not be limited to the development of specific project strategies, monitoring, evaluation, accountability and learning, ensuring that the programme achieves technical excellence, embedding continuous improvements in operational aspects of programmes.
· Inspire, lead and motivate programme teams to deliver on objectives.
· Ensure programmes are designed with the capability of scale-up through model replication/extension and demonstrate value for money on identified approaches and techniques.
· Develop programme systems that are flexible and responsive to changing demands.
· Identify and effectively manage all key risks related to the project, including partner management.
· Ensure the effective and efficient use of all Save the Children resources in order to keep costs low and ensure safety in the workplace.
· Representing the consortium in local, national, and international meetings and events as appropriate.
Child Safeguarding Responsibilities:
· Ensure all staff; partners and any representatives of Save the Children are aware of the child safeguarding policy.
· Comply with the requirements of Save the Children’s Child Safeguarding Policy to ensure maximum protection for children.
Budget Holding Responsibilities
· Ensure that budget accurately reflects anticipated costs of planned work at all times.
· Ensure the budget is entered into Agresso (Financial Management System) mapped to the budget coding (account, Cost Centre, Projects, DRC and DEA) within ONE month of the award being activated.
· Ensure the financial records relating to your budget/s are accurate and in line with policies and procedures set out in the Finance Manual.
· Ensure expenditure is authorized in accordance with the budget authorization procedures within the scheme of delegation (SoD)
· Monitor, analyse and report significant variances between budget and actual expenditure. Specifically, budget holders have a mandatory requirement to complete monthly variance analysis for submission to Deputy Country Director Program Operations.
· Prepare reports on financial performance of your award as required by either donors or other, internal demands.
Staff Management, Mentorship, and Development Responsibilities:
· Ensure that the project is appropriately staffed across Save the Children and partner members, including the appropriate combination of expertise across technical and operational areas
· Ensure all direct reporting team have accurate and up–to- date JD, sets standard and agreed performance objectives for all direct reports.
· Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
· Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up
· Ensure staff submit accurate time sheet on monthly basis on time
Safety & Security focal person Responsibilities
Collect and circulate appropriate security information through the NGO Forum security mailing list and other modes of communication. This will be a full-time role during a security incident.
QUALIFICATIONS AND EXPERIENCE:
Essential:
· MSc in relevant discipline, including international relations, project management, human rights, law or social sciences, displacement/migration related degree will be an advantage.
· A minimum of 12 years’ experience working in international humanitarian and/or development aid, preferably with displaced populations and at least 5 or more years of senior management leadership position.
· Proven ability to manage large and complex grants / contracts with substantial experience of managing multi-agency/ partner programmes.
· Demonstrable record of accomplishment of meeting or exceeding programme targets, while maintaining technical quality.
· Ability to represent Save the Children and the project at a strategic level and engage and influence key stakeholders at all levels.
· Demonstrated experience of working with national level government structures, national NGO’s and/or local communities Self-motivated and results orientated.
· Highly proficient with demonstrable experience of data analysis and reporting tools.
· Experience in management of finance and budget monitoring and risk management.
· Highly diplomatic and emotionally intelligent with strong oral and written communication skills in English.
· Substantial experience of guiding and leading strong teams in a multicultural context with a focus on coaching and mentoring.
· Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in.
· Commitment to Save the Children’s aims, values and principles.
Desirable:
· Post-graduate qualification in social science, international development, or other relevant discipline.
· Substantial experience of working and living in the region, ideally with professional experience in country.
· Technical experience and experience in migration, protection and/or livelihoods programming.
· Prior management experience of DFID-funded programs including the payment by result.
