TOR for Recruiting Consultants for Different Responsibilities

Save the Children in Ethiopia is implementing the USAID Reading for Ethiopia’s Achievement Developed Community Outreach /USAID/READ-CO Project aiming to improve the reading and writing skills and practice of children in primary schools of 5 regions -Amhara, Oromia, Tigray, SNNPR and Somali. It aspires to accomplish this aim through publishers’ and reviewers’ capacity building; reviewing existing as well as developing new supplementary reading materials (SRMs) and availing them to children in grades 1-4 based on the guidelines set by the MoE. The availability of SRMs creates opportunities for children to access and practice reading at schools, home and community levels so as to improve their reading and writing skills.
The main purpose of developing this TOR is to recruit professionals for different activities that READ CO/ Save the Children requires to undertake during the next fiscal year to enhance reading and writing of children in grades 1-4.
Major activities include but are not limited to the following.
· Translation of diversified materials (manuals, strategies, guidelines, checklists etc from one language to another including to and from English
· Editing and review of materials (manuals, strategies etc),
· Giving training on materials and methods/strategies of using SRMs flash cards etc
· Preparations of tools for classroom observation
· Illustrating, designing and editing different materials
· Writing proceedings, reports,success stories etc
Category One (2 Consultants by the 7 READ CO focus mother tongue languages (Amharic, Afaan Oromoo, Af Soomaali, Hadyyisa, Sidaamu Afoo,Tigrigna and Wolayttatto) and English: Activities for category one include but are not limited to the following.
Specific activities of this category one consultants include but are not limited to:
· Develop guidelines for translation/adaptation of materials-from one language in to another (From Mother tongue to English, from English to Mother tongueor from on emother togue to another
· Editing and reviewing of materials and suggest improvement areas on translated materials,
(SRMs, guidelines, checklists, manuals, strategy documents etc)
· Providing training on adapted/translated materials/materials
· Produce report on the process and challenges of the translation/adaptation of materials etc.
Criteria/Requirements
· MA/PhD in Language, Curriculum and other related fields
· Proven experience in translating materials from one language to another (In this case from English to mother tongue and vice -versa) Translating and adapting of different materials such as guidelines, manuals strategy documents, checklists, SRMs etc)
· Consultants who have never worked in this or related areas with READ CO before (This does not apply to those consultants who already have renewed contracts with READ CO /Save the Children)
· Consultants who submit proof of their previous work in this area (who can submit recommendations and trusted referees)
· Consultants who can meet deadlines or can work under pressure
· Consultants who can work in READ CO/Save the Children office when need be
Category Two (2 Consultants: guidelines/ strategies for Illustrative materials use such as flash cards and graphic organizers for teachers in grades 1-4
Activities of this category two consultants include but are not limited to the following
· Develop a guide/frame work to guide teachers on the use of illustrative materials (Flash cards and graphic organizers) for instruction and assessment in grades 1-4
· Provide training to teachers on how to use the guide
· Edit/review flash cards and graphic organizers
· Design instruments/tools to monitor/observe classroom use of illustrative materials
Criteria/Requirements
· MA/PhD in methods and materials, Curriculum and instruction, Measurement and Evaluation and related fields with 3-5 years of experience
· Proven experience in developing and evaluating flash cards and graphic organizers
· Experience in supporting teachers/ giving training to teachers on the use of Illustrative materials and conducted assessment on use of illustrative materials
· Experience in developing guides for teachers in English
· Good command of English and the required mother tongue language
Category Three (4 consultants): Writing proceedings of important meetings and workshops, success stories etc
Activities of this category three consultants include but are not limited to the following.
· Develop templates/frameworks for proceeding writing
· Writing standard proceedings of a workshop
· Identifying and making sure the objective of the proceeding of the particular workshop is well captured
· Develop standard template of success stories (If standard is available being able to use it)
· Collecting success stories and developing success story documents
Criteria/Requirements
· MA/PhD in language, communications, Education and related fields, 3-5 years of experience and above
· Proven experience in proceeding writing in English
· Good command of English language
Category Four (2 illustrators, 2 designers ): Illustration and design of materials (SRMs, manuals, flash cards etc)
Activities of this category four consultants include but are not limited to the following:
· Illustrate and design materials (SRMs, manuals, etc.)
· Edit and review materials
· Design materials
· Write reports
· Advice on layout and formatting of materials (Manuals, SRMs, etc.
Criteria and Requirements
· BA/MA in Arts and design with 3-5 years of experience
· Proven experience in educational materials illustration and design
· Professionals who submit proof of their previous work in this area (who can submit recommendations and trusted references)
· Professionals who can meet deadlines or can work under pressure
· Consultants who can work in READ CO/Save the Children office when need be
· Consultants who already have renewed contracts with READ CO /Save the Children) for the same purpose cannot apply for this task.
