Provide support to the mission by assisting the Emergency Surveillance System (ESS) FieldCo in the coordination tasks and management of the Antenna office in Awassa, ensuring a smooth relation with local and national authorities and relevant actors, contributing to the early medico-humanitarian alerts detection and verification, as well as to the context analysis and follow-up, and providing advice and input in the day to day coordination in order to facilitate the implementation of the mission and the projects.
If needed, provide support to the coordination of interventions in the assigned area.General
· Provides support, guidance and advice to the ESS FieldCo in the day-to-day management of the specific Antenna, in accordance with ESS strategy, in line with MSF quality standards, and in accordance to the country law and context.
· As a member of the Antenna’s team, contributes to operational decision-making regarding alerts’ detection and prompt evaluation when necessary.
External Relations and Meetings
· Establishes and actively fosters a network of counterparts relevant to our operations e.g. NGOs, UN bodies, Health Officials, Security Officials, and all other relevant governmental offices.
· At the request of ESS FieldCo, represents MSF in routine or ad-hoc meetings (NGO, official bodies, administration etc).
· Proactively ensures MSF is up to date with all relevant health and humanitarian information so to best react to emergencies.
· Pushes and follows project documentation and permission securing e.g. MoUs, access permissions and other procedures in a proactive and creative manner.
· Facilitates the FieldCo and CMT members in maintaining optimal relations with government & non-government organizations.
Emergencies and assessments
· Facilitates required procedures with GoE bureaus for exploratory missions, assessments and emergencies response in coordination with ESS FieldCo.
· Supports exploratory mission, assessments and emergency response when requested by the FieldCo.
· When needed, assists in preparation and signing off project proposals and agreements and assists with reporting.
Context overview and analysis
· Assists the ESS FieldCo in context analysis. Actively gathers information concerning humanitarian community, security, socio-political and economic context; analyses, interprets and disseminates relevant context information.
· Updates general information on the context for MSF internal documents, and advises on cultural appropriateness of organizational activities and individual behaviors.
· Ensures information gathering, analysis and interpretation on the National and Regional legislation and regulations on humanitarian issues and activities of INGOs to improve operational co-ordination.
Procedural Tasks and reporting
· Participates actively in the organization and redaction of the following procedures in order to ensure they are finalized timely and in line with the requirements of the concerned GoE bodies:
Project proposals, Project Agreements, Quarterly and annual reporting, Annual evaluation process, MOUs etc.
· Reports weekly on his/her activities to the ESS FieldCo.
Advocacy
· Consults with the FieldCo and other CMT members on the relevant aspects of advocacy approach to the region and, upon request from ESS FieldCo, acts as liaison officer with key stakeholders for advocacy purposes.
· In case of emergency interventions, helps to develop the Advocacy plan for the project.
Administrative
· Assists in translations, formulations of letters, interpretation as per FieldCo request.
· Sets up accurate filing systems and ensures that they are being maintained.
· Keeps up to date documents on contacts and context – contact list, who is who, context analysis.
Field Support
· Will conduct alerts’ assessments together with the Medical Team and complete the submission of all necessary reporting to the FieldCo.
If the need requires and as directed by the FieldCo, the Head of Antenna will coordinate MSF interventions in the assigned area.Let Employers Find You
