Accountabilities Ï |
|
· Coordinate, assess and supervise the proper functioning of the medical activities (HIV, TB , etc.), according to MSF protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions. · Check all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are correctly carried out according to MSF procedures. · In collaboration with the Pharmacy Manager Prepare the medical orders needed to implement the medical activities under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager. · Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve people capabilities. · Coordinate and monitor the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Replaces a doctor if necessary and participates in shifts. · In collaboration with the Pharmacy Manager ensure an efficient pharmacy and medical equipment management and monitor the rational use of them. · Participate in the programs / project follow-up, quality control, supervise and ensure that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service. · Participates in the monthly reports according to guidelines (i.e. MMR , SitReps, medical statistical reports, etc.) and definition of annual planning, budget for the project |
Specificities Ð |

- Guarantor of MSF’s identity, values and principles through work & medical ethics within the project. - Maintain good working relationships with all local health authorities, and international/national partners - Coordinate, implement and further develop of all medical activities in the Health centre in liaison with MTL. Ensure proper and timely reporting to the MTL. - Ensures that MSF protocols/clinical guidelines are being followed, participating in medical supply management (consumption monitoring, ordering systems, storage and handling of drugs and medical material). - Organizes, integrates, manages and supervises the overall medical activities, in collaboration with expat team, department supervisors and senior staff. - Manages, coaches and evaluates the medical team in line with project organogram - Participate in organizing regular medical team meetings to reach the above mentioned goals - Takes note of issues that may exclude some patients from accessing MSF’s health care services, and discuss them with MTL. - Maintains a direct communication line with the MTL & Expat medical team.
Health planning and organization - Contributes to the roll out of an improved overall health program and further development of all services, particularly maternity, TB-HIV, and IPD services. - Puts in place quality assurance tools and periodically asses quality of care and reinforce good practices while addressing gaps. - In collaboration with the all medical staffs, makes sure that patients flow is well arranged for easy service accessibility. - Give input in the project planning, AP review, project implementation and having clear idea regarding project objective.
HR management: - Assess HR needs and participates in the selection, recruitment and dismissal/disciplinary process of employees, in collaboration with the MTL/PC - Identifies training needs and organizes trainings in cooperation with expats / medical staff - Plans and maintains continuous on-the-job training, coaching and supervision of the medical staff, especially the nurses and health officers - Undertakes regular staff performance review and staff evaluation, in collaboration with fellow expats and supervisors. - Responsible for national staff health issues
Data collection & reporting: - Ensures proper collection of data from various departments, takes part in compiling MMR in collaboration with other expats/MTL. - Identifies and reports on any unusual trends of morbidity to the medical team. - Gives the feedback to the national staff, both on MMR data and on recommendations from the field trips (by Medco, HOM, health advisor etc.)
Medical Logistics: - Participate in ensuring the medical supply for the smooth running of project supply, in collaboration with MTL /Pharmacy Manager & logistic departments; including supervision of drug orders, monthly reviews & follow up of project’s TSRs, supervision of consumption reporting. - Keep and overview & ensure rational drug prescription for patients in all MSF supported departments - Works closely with logistic staff to reduce the amount of expired drugs, and manage stocks to ensure the most effective use medical supplies - Ensure that consumptions are correctly collected and recorded according to schedule, monitor and act on analysis to promote good use of drugs according to MSF protocol.
Communication/representation: - Participate when necessary & possible, in meetings with the community, NGOs, MOH, and other authorities on medical issues or when delegated by MTL
- Informs the national staff of any direct communication sent by the MTL/Expat team that requires follow up by the team - Responsible for giving prior information about referrals to MTL/Expat team. - Informs Expats and MTL of the constraint, problems or rumours of events that could possibly affect the safety of colleagues and/could compromise the implementation of MSF programs.

Education | · Essential Medical Doctor Degree. · Desirable specialization or training in tropical medicine or public health |
Experience | · Essential minimum 2 years of experience as a medical doctor in medical activities related jobs. · Desirable working experience in management of medical staff and medical centre. · Desirable working experience in MSF or other NGO’s in other developing countries. · Desirable: Experience in tropical medicine, or post-registration experience in Public Health, pediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery. |
