ROLE PURPOSE:
The M & E Officer’s role will provide essential support to the Projects by implementing the overall Humanitarians Response MEAL system and functions and acquire the necessary capacity to deliver results as per SCI’s Minimum Operating Standards in his/her respective projects. He/She will implement MEAL functions and generate continuous MEAL evidences to ensure that the project deliver operates at high quality to beneficiaries and donors and learning is institutionalized for program improvements and will be reporting to the project coordinator
KEY AREAS OF RESPONSIBILITIES:
MEAL System Development and Management
· Undertake responsibilities for the implementation of project monitoring and evaluation and functions as per the Humanitarian Response MEAL guideline
· Monitor the day to day activity of CMAM program and ensuring the quality of CMAM programs implementation and adherence to standard guidelines in the woreda
· Use nutrition data base and keep recording all necessary data
· Work with Woreda Health Office CMAM /TSFP/ community facilitator] nutrition focal person and project coordinator assist the Health Office in compiling nutrition reports and records in a sustainable manner
· Conducts regular field visits to monitor the implementation of nutrition and WASH related activities by using monitoring score cards/quality benchmark/
· Ensure standard reporting formats are available in each Health Posts and Health centres
· Undertake periodical monitoring of quality benchmarks and ensure they are part of quality monitoring practices
· Contextualize and use standardised monitoring tools and methodologies as required by the donor and SCI standards (PPT, CFRM, output tracker, action plan tracker, monitoring QBs etc.)
· Support the woreda Health Office nutrition focal person in entering nutrition data in data base and assist report preparation
· Support the woreda Health Office to send the report to Regional Health Bureau timely
· Document the hard copy of the monthly and weekly reports in the Health Office as well as in the Organization
· Make sure that HEW/HW has copies of the reports and documented well in the Health Posts and Health Centres.
· Document the review meetings minute and follow action points with RHB
· Facilitate integration of emergency projects with health, food security, education and other SC programs
· Ensure that regular monitoring and Evaluation/MEAL reports are received and communicated effectively to the project management, east HUB MEAL team and other relevant bodies in the national office
· Ensure periodic report are as per the standard quality, standard template, time frame and communicated accordingly
· Ensure communities and children know their rights and entitlements, have access to project information and participate in decisions that affect them
· Ensure communities and children have access to safe and responsive mechanisms to handle their complaints and feedbacks
· Participate in the development and manage project database systems
· Document the necessary findings, case stories and photos and make follow-up based on recommendations of field visits
· In collaboration with the team of nutrition unit, ensure the timely preparation and implementation of phase-out strategy
· Participates in the development of the work plan, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.
· Performs other related tasks as required.
Learning and Knowledge Management
· In close collaboration with program team facilitate in generating, storing and sharing knowledge (most significant change story, meta-analysis, research/evaluation summary reports, etc).
· Provide and ensure utilization of learning and knowledge generated (including MEAL evidences) in decision making and programme improvement (maintain up to date project action tracker and monitor the utilization and application)
· Support the project in the identification of learning objectives and evidence gaps.
· Be part of the AO MEAL Community of Practices and provide project learning and best practices to the Community of practice.
Technical Support and Capacity Building
· Provide trainings and capacity building for field level program staffs on M & E as required
Baseline, research, evaluations, assessments and other studies
· Participate in follow up and periodically assess and update changes in children needs (especially deprived children) in the project areas
· Participate in ToR preparation, in project/ programme baseline, evaluations, researches and assessment activities.
· Maintain evaluation tracker and actions trackers for the implementation of evaluation recommendations in his jurisdiction.
