Terms of Reference (TOR) for MVHHs Baseline Survey
Growth through Nutrition is a five-year (September, 2016 to September, 2021) integrated nutrition project with the goal of improving the nutritional status of Ethiopian women and children under 5 years through building strong institutional system and human resources needed to implement sustainable multi-sectoral nutrition programming. The project is funded by the United States Agency for International Development (USAID) through Food the Future initiative.
Save the Children leads the implementation of this multi-sector flagship nutrition project through a consortium of sub-grantees. Growth through Nutrition also partners with the Federal Ministry of Health (MoH), Federal Ministry of Agriculture and Rural Development (MoARD), Federal Ministry of water and Energy, and their respective decentralized offices at the regional, district and Kebele levels.
Monitoring and evaluation plays a vital role in supporting decision making at all levels of project implementation, including generating deliberated information needed by project implementers / managers. As part of this effort, Growth through Nutrition has planned to conduct MVHH monitoring survey once in a year to generate information on timely basis that supports the decision making process of project implementers and managers at all level.
The project is planning to collect baseline information from sampled MVHHs in five regions/sub regions (Amhara, SNNPR, East Oromia, West Oromia, and Tigray regions) that were enrolled to the program in year 1 implementation period. This ToR is developed to hire data collectors and Superviser through consultancy service to collect data from sampled Kebeles in the above mentioned regions.
2. Objectives of the MVHH Survey
The MVHH Survey has the following objectives:
- to assess the nutrition practice of the project participants
- to explore the relationship between program exposure/participation and nutrition practices
- to explore the relationship between gains in household income and nutrition practices
- to identify factors that determine the success and/or failure of nutrition practice among project participants
3. Data Collection
The data will be collected through face-to-face interviews using a structured questionnaire. The MEAL team will design the questionnaire to assess program performance on selected indicators. The data collection will be done using Tablets. ODK software will be used to design data entry template and data management system will be installed on all tables.
Survey teams of two data collectors and one supervisor will collect data in each region. Each team will explain the survey objectives to woreda administrators to obtain permission for data collection. Data collectors will walk door-to-door to identify MVHHs with the assistance of a community guide and conduct interviews in the language preferred by the respondents. On average, one data collector will interview six individuals/HHs per day.
The MEAL team will join the survey team for the first week and closely supervise the overall data collection process to ensure that the survey is being carried out according to study protocol.
4. Data collection period
The data collection will be completed within 15 days; it will be commenced on October 10, 2017 and will be completed on October 25, 2017.
5. Required Expertise and Experience
To facilitate the data collection, Growth through Nutrition needs five field supervisors (1 per region/sub-region), 10 data collectors (2 per region/sub region) and who will be engaged in the data collection.
Supervisors and data collectors/enumerators who have the required expertise and experience in undertaking data collection at national and regional level multi-topic surveys will be hired for the data collection. Both the supervisors and enumerators should have a minimum of university degree and at least five years’ experience in conducting field level data collection. Enumerators experienced in collecting quantitative data, able to speak local language, and have prior experience in using electronic data collection will be recruited.
To insure data quality and easy operations, we are recommending data collectors who were engaged during Growth through Nutrition baseline survey and/or ENGINE MVHH survey. The data collectors will be selected based on the performance they demonstrated during data collection for the baseline survey.
6. Roles and responsibilities including deliverables
6.1. Role and responsibilities of Enumerators/data collecters
- Contact individuals/households to be interviewed
- Adhere to standards for ethical research and the protection of human subjects, including informed consent and maintenance of confidentiality
- Explain survey objectives and procedures to interviewees
- Administer questionnaire in accordance with instructions
- Identify and report problems in obtaining valid data.
- Review data collected from interview for completeness and accuracy.
- Meet with supervisor daily to submit completed data and discuss progress.
- Spend the entire data collection period travelling in the kebeles to collect data. Applicants shall meet physical requirements of the job.
- Interact with local officials and rural residents. They will treat all persons contacted under this study with utmost respect.
- Work well in a team.
- We seek only data collectors with the highest level of honesty and integrity.
- Each data collector will collect a minimum of eight questionnaires on a daily base.
6.2. Roles and responsibilities of Supervisors:
- Contact Woreda and/or Kebele administrators and explain the survey objectives to get permission for data collection.
- Assign HHs to enumerators/interviewers
- Receive and review all the completed questionnaires
- Ensure questionnaires are correctly completed and monitor data quality
- Resolve any problems
- Troubleshot and send data to central office
