BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The interventions are part of the GTP II Agricultural Transformation Agenda, and are overseen by the Agricultural Transformation Council chaired by the Prime Minister.
ATA is supporting the placement of Delivery Units in the Ministry of Agriculture and Natural Resources (MoANR), Ministry of Livestock and Fisheries (MoLF), and Oromia Regional President’s Office (ORPO) to support these partner institutions efforts to further strengthen their coordination and implementation activities. Delivery Units (DUs) have been successfully introduced in over 20 countries including recently in Ethiopia, to enhance and accelerate implementation for high-priority government initiatives. DUs are therefore fundamentally program management offices mandated to work in partnership with existing institutions to ensure effective delivery in critical areas. The MoANR and MoLF Delivery Units will focus specifically on GTP II Agricultural Transformation Agenda activities for which these Ministries are the primary owner and accountable institutions in the agriculture and livestock sectors, and will be jointly overseen by each Ministry’s and the ATA’s senior management through the end of GTP II. The ORPO Delivery Unit will focus on the Regional Government’s top priority initiatives
These Delivery Units will be active in a number of key areas:
To effectively oversee and support these Delivery Units, a central Delivery Management Team will also be established at ATA. The Delivery Management Team will provide oversight of the Delivery Unit Coordinators and staff through regularly engaging senior leadership in partner institutions where the Units are placed to ensure their overall effectiveness. This team will also manage recruitment, initial and ongoing training of staff for the Delivery Units, and provide systems, tools and templates for common processes and activities across the Delivery Units.
POSITION SUMMARY:
The Program Manager will report to the Director of the Delivery Management Team at ATA, and work closely with the Director on planning, prioritization and day-to-day management of the Delivery Management Program. He/she is responsible for support the effective design and set-up of Delivery Units at partner institutions, and the effective functioning, continued growth and development of these teams through the GTP II period. He/she will also support the Director in ensuring effective planning and execution of activities to support the Delivery Units, managing engagement with senior leadership at ATA and partner institutions in which DUs are placed, design, development, rollout and ongoing support of best-in-class processes and tools, and recruiting, training and retaining high-caliber staff. The Program Manager is supported by a Senior Delivery Analyst, and works closely with the Senior Data & Reporting Officer in the Delivery Management Team, as well as staff in other ATA teams.
A strong candidate for this roles must therefore bring an entrepreneurial, can-do attitude, and enjoy working in a fast paced organization that is mission and results driven. He or she will have very strong analytical and critical thinking skills, and extensive experience applying these in diverse contexts for strategy development and initiative design, planning, reporting and problem-solving, including managing small teams. The ideal individual will also demonstrate strong attention to detail, and excellent written and verbal communication, project and team management, and stakeholder management skills. Strong candidates will also have the ability to exercise good judgment in a variety of situations, multitask and work under pressure and competing priorities. The Program Manager will receive one month of initial refresher training if needed, ongoing trainings, and regular guidance and coaching from the Director of the Delivery Management Team and other senior staff.
ESSENTIAL DUTIES:
· Support Director of Delivery Management team in planning, management, execution and reporting of the team’s activities while ensuring effective partnership with internal and external stakeholders, identifying and executing priority support activities in areas such as:
o Overseeing the effectiveness of the Delivery Units through regular engagement with senior leadership of each partner institution in which the Units are placed and the Delivery Unit Coordinators
o Provide technical and managerial support to the Delivery Management Team
o Ensuring strong coordination between Delivery Units and relevant teams at ATA including Program Senior Directors and Directors, Knowledge Centers, Performance Management Unit, Project Management, Analytics and the ACC Team
o Ensuring alignment and coordination of the DUs across the host institutions
o Ad-hoc problem solving on strategic issues for the Delivery Management Team
o Providing effective upward reporting to the CEO and senior leadership on progress, challenges and constraints of the Delivery Units and Delivery Management Teams
o Managing recruitment, on-boarding, and initial and ongoing capacity building of staff in the Units and the Delivery Management Team
. Lead the overall annual plan, targets and budget for the Delivery Management Team, and ensure time and accurate reporting to the Director against these plans and targets
· Closely engage and coordinate with the Senior Data & Reporting Officer to ensure strong alignment and coordination with other activities of the Delivery Management Team and Delivery Units
· Heavily input to design, development, roll out and continuous improvement of planning, project management and reporting tools, processes and systems for Delivery Units to track, report on and performance manage progress of priority activities
· Develop and deliver capacity building to staff in the Delivery Management Team, Delivery Units and DU host institutions, following a systematic approach (i.e. identify training needs, conduct needs analysis, design objectives, develop training materials, deliver training, monitoring and training evaluation), to support effective delivery management and enhancement of the working culture
· Oversee and manage a Senior Delivery Analyst by identifying key areas he or she can contribute in the various areas listed above, and managing him or her day-to-day to develop work plans and execute effectively against these
· Provide regular coaching and feedback for the Senior Delivery Analyst, and draft performance reviews
· Take on key responsibilities of the Director when he or she is on leave or out of office
· Bachelor’s or Master's degree in any field with minimum GPA of 3.0 and above
· More than 5 years of experience in a management consulting setting or other roles focused on applied analysis, strategy development and project design, or project management and reporting
· Proven record of structuring and delivering challenging projects or work streams in a range of areas, training and managing analytically-focused teams, and ability to use diverse applied analytical methods and tools to develop new insights
· Excellent critical thinking and analytical skills
· Very strong skills with Microsoft Office (MS Word, Excel, PowerPoint and Access) required, experience with database systems preferable
· Self-starter with strong motivation, ownership and commitment to drive transformation
· Exhibits an innovative and high-performance mindset and culture, and can perform at a high level under pressure and in challenging environments
· Can act as a champion for change and can effectively support change management efforts
· Strong team player with excellent relationship building and management skill, ability to promote dialogue and communicate clearly and confidently, and a network of professional contacts
