JOB SUMMARY
The post is an emergency health roving position where the incumbent expect to provide technical and operational support in regard outbreak responses in Tigray Region. The position holder is also expected to provide a consistent and high quality technical support in relation to disease outbreak responses and will assist, PHEM/, strengthen the surveillance system and oversee quality of AWD case management. The position holder is responsible for closely working with the RHB, ZHO, WhO and stakeholders in regard to strengthening surveillance and AWD responses.
KEY AREAS OF ACCOUNTABILITY:
Technical
Technical support to the overall project implementation, case management and ensure adherence to the national guideline.
Provide technical support to epidemiological outbreak investigation.
Support surveillance completeness and timely reporting by ensuring availability and proper use of a standard data collection format designed for early detection and prompt control of an epidemic.
Serve as surveillance and outbreak response resource person at field sites.
Conduct regular visit to the health facilities, health centres and health posts to provide technical support.
Ensure availability of cases management related technical guidelines and reporting formats.
Project Management
Ensure that the planned project interventions are implemented according to the work plan within the planned and phased budget with good quality as per the national and SCI standards.
Analyzes and evaluates data and/or takes corrective action when necessary, to meet program /project objectives.
With guidance from the Technical specialist, proposes implementation approaches for assigned project implementations. Responsible for ensuring compliance with specific project objectives.
Facilitate distribution of AWD responses related drugs and medical supplies
Ensure implementation of all health planned activities upon expected quality and schedule at all levels.
Prepare detail work plan and ensure implementation of each planned activities.
Record and monitor project activities and its process to facilitate learning, implementing monitoring and evaluation.
Partnership and representation
Represent SCI in any cluster, PHEM and other coordination meetings organized at regional level.
Closely work with regional, Zonal and Woreda health authorities and partners.
M&E
Provide regular progress and field visit reports
Develop, implement and evaluate quality assurance measures and ensure appropriate follow up.
Provides regular reports of drug and medical stocks supplied to beneficiaries.
Capacity Building:
Facilitate training of HWs and HEWs on outbreak response related case management and surveillance.
Perform other duties as assigned by the supervisor
MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES
Essential
MD, BSC in Public Health Officer or Nursing
Minimum of four years working experience out of which two year experience in clinical management, outbreak response and PHEM.
Experience on outbreak response, BCC and PHEM intervention
Demonstrated skills in program planning, implementation and monitoring.
Proficiency in spoken and written Amharic, English and Local language.
Strong computer and interpersonal skills.
Demonstrated ability to work effectively in a team environment.
Good technical knowledge of policy and practice in the field of WASH as well as other cross cutting issues
Skill in coordinating similar project on job hands on training for health workers
Computer literate in word processing and excel packages and soft wares like Auto cad, water cad
Desirable
Ability and willingness to frequently travel to villages and willingness to reside in rural areas
Training on PHEM
Willingness to work additional hours in order to meet tight deadlines
Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to distribution sites
Good interpersonal and communication skills
Experience in closely working with regional and Woreda Offices
Previous experience working for NGOs an asset
