The Rapid Response Nutritionist will support the technical start-up of emergency nutrition CMAM projects (with the inclusion of IYCF –E) at woreda level under the OFDA funded rapid response programme. S/he will be responsible for ensuring a strong technical start up and for monitoring the continued implementation of CMAM projects. S/he will ensure all emergency nutrition response projects adhere to national and international standards and guidelines; all project activities are conducted as outlined in the detailed implementation plans; and reports are timely and meet Concern’s and USAID OFDA’s specifications and standards. The position will require frequent field support visits to set up, train and support project staff during emergency response interventions in several regions of the country. S/he will also lead on carrying out surveys (SMART and SQUEAC) as well as zonal and national level capacity building.
Major Duties & Responsibilities
Project design
Ø Lead in carrying out needs assessments in target locations when flagged as hotspot/priority response areas.
Project Implementation
Ø Support the recruitment of new project staff at regional level as required.
Ø Ensure that the emergency nutrition rapid response project activities adhere to the projects detailed implementation plan and M&E plan.
Ø Provide technical support to field team on the development of activity and technical support plans to strengthen project implementation as required in light of routine and periodic monitoring and evaluation feedback.
Ø Provide technical feedback to field teams following technical support visits and follow up on subsequent implementation of action points.
Ø Bring on board new and innovative initiatives to strengthen the project approach in line with the nutrition department direction.
Ø Ensure that timely and regular updates and a transparent flow of information and support is maintained in all rapid response interventions.
Monitoring & Evaluation
Ø Review the CMAM database on a monthly basis and provide feedback to Regional Nutrition Programme Managers on the exit performance indicators and ensure M&E plans are on track
Ø Take a lead in carrying out nutrition surveys (SQUEAC, SMART) and quality assessments.
Ø Together with the M&E team facilitate information sharing and lessons learned in emergency nutrition response interventions taking a lead role in review meetings/ regional workshops, experience sharing visits and documentation of project learning.
Reporting
Ø Compile internal monthly reports received from the regional offices
Ø Contribute to the development of reports as required and support programme managers and project managers in the drafting of donor reports.
Ø Ensure all drafts of reports meet Concern and USAID specifications and are completed in line with the reporting schedule.
Networking and Representing
Ø Represent Concern at various national level fora if requested – in particular the NDRMC/ENCU meetings at National level and periodically at Regional level; and in selected technical working groups at National level.

Person Specification
Essential:
· BSc in nutrition/health related discipline with at least 5 years of experience of nutrition programming in both development and emergency context.
· Profound knowledge and experience of the CMAM (Community Management of Acute Malnutrition) approach for treatment of malnutrition in both refugee and host community contexts.
· Expertise in nutrition surveys using SMART methodology and SQEAC, coverage assessment methodologies.
· Expertise in managing, analysing and reporting nutrition data generated by CMAM to support field based project managers.
· Experience in mentoring and training staff for building capacity and of working with / supporting government institutions.
· Excellent analytical, monitoring and evaluation skills and the ability to write good quality reports in English.
· Good networking, representation and coordination skills– NGOs, UN and government agencies.
· Flexible, reliable, culturally sensitive and with the ability to work in teams/ isolated situation and stressful environments and under pressure meeting deadlines.
· Initiative and be able to work with minimal supervision.
Desirable
· Masters level degree in nutrition/or health related discipline.
