BACKGROUND
The Last Ten Kilometers Project - L10K 2020 is implemented by JSI Research & Training Institute, Inc. in Ethiopia. With the grant it receives from the Bill and Melinda Gates Foundation, USAID and UNICEF, L10K works in 200 woredas in Amhara, Tigray, SNNP and Oromiya regions to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reducing Ethiopia’s post Millennium Development Goal (MDG) - maternal, newborn and child mortality targets. Thus, the Project aims to improve key household and community practices and increase the coverage, quality, and equity of RMNCH Care.
Cognizant of the need for institutional capacity building at Federal Ministry of Health, and to contribute to the strategic support to the national Health Sector Transformation Plan (HSTP) specifically to accelerate the implementation of the Woreda Transformation Agenda, JSI/L10K intends to recruit and second a an enthusiastic senior public health expert to the Federal Ministry of Health. This position will be financially supported by JSI/L10K 2020 beginning November 01, 2017 for one year and with possibility of extension based on performance.
OVERVIEW OF THE POSITION
The senior Health Extension and Primary Health Care technical assistant will provide national level technical support in Health Extension and Primary Health Care related technical areas. S/he will provide technical support for government of Ethiopia’s planning and implementation of woreda transformation, HEP revitalization, community engagement related activities at federal/ national level. S/he will work under the direct supervision and guidance of the Director for HEPHS Directorate and the HEP case team coordinator. The position is based in Addis Ababa, at the health extension and primary health Service directorate, FMOH.
KEY DUTUES AND RESPONSIBILITIES
· Closely work with HEPHSD staff in designing, testing and developing national strategies, guidelines and manuals needed for Health Extension Programme and Primary Health Services.
· Support/assist the HEP team in the revitalization of the Health Extension Programme and the implementation of Primary Health Care reform
· Transfer his/her program design, implementation and follow-up skills to build the capacity of the HEP team
· Assist the coordination and leadership of the implementation of woreda transformation
· Support the coordination of the integrated refresher training for Health Extension Professionals.
· Assist the team in development of strategic documents, tools and guides for supportive supervision, inspection and reviewing of the Health Extension Programme.
· Facilitate effective partnership with stakeholders engaged in the implementation of HEP and Primary Health Care programs.
· Provide support in the development of the community health platform (the health extension program and health knowledge management hub.
· Support HEPHSD staff to gather evidence of programme impact and document lessons learnt.
· Identify skill gaps and training needs of the team and create capacity within the FMOH and at all levels of the health system
· Coordinate and participate in regular HEP and Primary health Care technical working groups, health sector review meetings, joint supervision and other national level MOH led activities relevant to HEP
· Assist the team in planning, following up and report writing pertaining to the programme
· Support other health extension and PHC activities as needed
SKILLS AND COMPETENCIES:
· Master’s degree or PhD in health sciences or health related disciplines and at least ten years’ experience
· Have prior work experience in Health Extension Programme and Primary Health Care at various levels of the health system (woreda, zone, Regional and National level experiences are more advantageous)
· Good analytical and report writing skills
· Experience in training, capacity building
· Proven ability to work and interact with people from diverse social, professional and cultural backgrounds
· Good computer skills and knowledge of data analysis skills will be advantageous
· Proven experience in training and manual and guideline preparation
